Salisbury St. | Raleigh, NC 27699 919 707 9200 T The City needs to describe mea sures that prevent or mi nimize conta mi nation of the stor mwater runoff from all areas used for vehicle and equipment cleaning, including fire stati ons that serve more than three fire trucks and ambulances. Measures include performi ng all cleaning operations indoors, covering cleaning operations, ensuring wash wa ter drains to the sanitary sewer system, collecting stor mwa ter runoff from the cleaning area and providing treatment or recycling, or other equiva lent measures. If sanitary sewer is not available and cleaning operations take place outdoors, the cl eaning operations shall take place on grassed or graveled areas to prevent point source discharges of the wash wa ter into the stor m drains or surface waters. Where cleaning operations cannot be performed as described above and when operations are performed in the vicinity of a stor m drainage collection system, the drain is to be covered with a portable drain cover during cleaning activities. Any excess standing water shall be removed and properly handled prior to removing the drain cover. Facilities tha t serve three or fewer fire trucks and ambulances and that cannot comply with these requirements sha ll incorporate structural measures during facility renovation. mplement and enforce a program to address stor m water runoff from new development and redevelopment projects, including public transportation maintained by the per mittee, tha t disturb greater than or equal to one acre, including projects less than one acre tha t are part of a larger common plan of development or sale, that discharge into the small MS4. The program must ensure that controls are in place tha t would prevent or mi nimize water quality impacts. The program shall apply to private development sites and sites developed by the permittee, including public transportati on maintained by the per mittee. The City should implement strategies which include a combination of structura l and/or non-structura l best management practices (BMPs) appropriate for the community; use an ordinance or other regulatory mechanism to address post-construction runoff from new development and redevelopment projects; and ensure adequate long-term operation and maintenance of BMPs. The City should identify and map municipally-owned or opera ted structura l stor mwater controls. The map should identify the stor mwater outfa lls corresponding to each structural stor mwater control as well as the rece iving waters to which these facilities discharge. The City should develop an O&M progra m for municipally-owned or maintained structura l stor mwater controls. The city should inspect and maintain if necessary, all municipa lly-owned or maintained structura l stor mwater controls in accordance with the schedule developed by per mittee. The delegated Sediment and Erosion Control Program effectively meets the maximum extent practicable (MEP) standard for Construction Site Runoff Controls by per mitti ng and controlling development activities disturbing one or more acres of land surface and those activities less than one acre tha t are part of a larger common plan of development as authorized under the Sediment Poll ution Control Act of 1973 and Chapter 4 of Title 15A of the North Carolina Admi nistrative Code.
