Send all suspicious email as an attachment to Report Spam.<mailto:report.spam@nc.gov> Ms. Robertson, On August 24, 2018, we received the application you submitted on behalf of Mr. Dan Lacz of SL Horton LLC to grade and place fill material in 0.017 acre of wetlands, 115 linear feet of stream, and 1.009 acres of open water to facilitate the construction of a commercial warehousing and distribution center in Charlotte, Mecklenburg County, North Carolina. I have completed my initial review of the application and I have determined that it is incomplete. The following information is necessary to complete this application: a. In accordance with 33 CFR 325.1(d)(2), all activities which the applicant plans to undertake which are reasonably related to the same project for which a DA permit would be required should be included in the same permit application. District engineers should reject, as incomplete, any permit application which fails to comply with this requirement. For example, a permit application for a marina will include dredging required for access as well as any fill associated with construction of the marina. It is appears from the plans submitted with the application that Horton Road would be improved to provide adequate access to the project site. If this is the case, please revise the delineation of waters and plans as appropriate to include this area. Additionally, a map showing the sewer alignment was included with the permit application. However, it is unclear from the application why impacts associated with this line were not included in this permit application. Please provide a delineation of the sewer line alignment and revise the project plans and impact amounts to include all impacts to waters of the U.S. associated with this line. Alternatively, please provide a detailed rationale of why the sewer line should be considered separately from this project. This rationale should discuss the funding source of the sewer line, who would build the line, what other project would use the line (if any), when the other projects would be built, and the status of other the state/local authorization required to build the other projects. Please provide the information requested above in ONE consolidated response within 30 -days of the date of this correspondence.
