SUBJECT: Topsail Bluff
DWQ Project # 09 0692
Onslow County
Dear Mr. Shaw:
Natural Resources
Dee Freeman
Secretary
This Office has reviewed your CAMA application for the construction of a community boat ramp and a
10-slip docking facility. The Division of Water Quality (DWQ) has determined that your application was
incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional
information in order to process your application to impact protected wetlands and/or streams on the subject
property. Therefore, unless we receive the additional information requested below, we will have to move toward
denial of your application as required by 15A NCAC 21-1.0506 and will place this project on hold as incomplete
until we receive this additional information. Please provide the following information so that we may continue to
review your project.
Additional Information Requested:
1. The DWQ requests that the application be revised to include the subdivision, wetland road crossings
and the additional boardwalk and Gazebo as shown on Sheet 2 of 3.
2. The application does not address the 404 wetland crossings shown in the detail on sheet 2 of 3. These
impacts need to be included and the application modified for a complete project.
3. For Lots # 17, 18, 19, 20, 21 and 22 there are wetlands that bisect the properties. Please show how
the potential landowner will access these areas (driveways, boardwalks, trails etc...) to indicate
whether there will be additional impacts to wetlands on these properties.
4. Is Lot # 23 buildable? Please show a house footprint on the lot to indicate this.
5. Please note that you will also be required by the DWQ to place deed notifications on the remaining
404 wetlands on the property or restrictive covenants if required by the US Army Corps of Engineers.
6. On Sheets 1 of 3 and 2 of 3 all the 404 wetland impacts, the coastal marsh impacts and shallow
bottom impacts need to be indicated by hatching to highlight these impacts. Please show each type of
impact in a different style of hatching so they can be differentiated. The amount of impacts needs to
be indicated as well.
7. The 404 wetland impacts, coastal impacts and shallow bottom impacts indicated on Sheet 1 of 3 and
Sheet 2 of 3 are not consistent with the amounts indicated on the application. Please correct these so
all the documents are consistent and include them in the application modification.
