I can't really even get a feel for the project because the figures included in the restoration plan and with the PCN are kind of vague. I think a site visit is critical. We need to take a good look at the upstream reference. Unfortunately, I am incredibly booked up and couldn't do a site visit until late June, so I have punted to Mr. Hennessy, who in a previous e-mail graciously indicated he would review the plan. My specific comments are that the actual plans are kind of cartoonish, and no real geomorphic analysis has been done on the refernece to drive the design. The plans basically show the stream as a sine wave. It is unclear if the belt width and radius of curvature of the meanders resemble the refernce reach. There is no indication of the establishment of a riffle-pool sequence, and if such a pattern is to be included, no information on the reference pattern was described. There is no indication that the stream is being designed with bankfull elevation in mind. I have a number of issue regarding the vegetation. I am not sure that cypress is appropriate as a riparian zone tree. I would probably prefer some faster growing species, such as green ash, sycamore and river birch, along with an oak species or two. The "swale plantings" include a bunch of non-native and cultivated plants. Daylilies and Siberian iris are not suitable for a restoration project. I hope John H. can do a site visit, and I would like to see John H. and others other comments on the plan.
