George,
When you say you need to transfer the permit I'm assuming the applicant has changed. So, if all elements of the project
are the same then all I need is a letter from you stating that the project hasn't changed and requesting reauthorization
under the 2017 Nationwides. I can reissue it to the new applicant with all the same special conditions. Please provide
their complete contact information and a signed agent authorization form.
If the project has changed, please submit a new PCN.
