RE: Background for 2018 HWA Submittal
This document will provide background information on the City of Greensboro Water
Reclamation Division facilities and the recent changes since submittal of the previous HWA in
September 2017.
POTW Background Information
■ Until October 2017, the City of Greensboro operated 2 POTWs:
o T. Z. Osborne (TZO) POTW 40 MGD (opened in 1984-upgraded several times
since then) [Tertiary Activated Sludge]
o North Buffalo (NB) POTW 16 MGD (opened in 1928 and upgraded several times
since then) [Tertiary Activated Sludge]
■ There is a wastewater transfer line from the NB to TZO and for many years 6-7 MGD
was transferred (about %2 the flow entered the NB plant) to TZO
■ As part of the engineering design to comply with upcoming total nitrogen limits, the City
decided to upgrade TZO to operate as a single plant.
o TZO would be upgraded for total nitrogen
o TZO would be expanded from 40 MGD to 56 MGD to replace the 16 MGD flow
capacity at NB.
o The North Buffalo Transfer Station would be expanded and the NB site would
become strictly a pump station.
o This multi -year construction project is still on -going and should be complete in
the last quarter of 2020.
■ The pump station expansion is complete, NB was closed in October
■ Beginning in July 2017 the —6-7 MGD remaining at the NB plant was gradually shifted
(increase of about 0.5 MGD every 2 weeks) to TZO. All flow had been transferred by
October 7, 2017 when NB was closed.
2017 HWA Information
■ A TZO HWA was submitted to DEQ in September 2017 in response to the 5 year
requirement.
The 2017 TZO HWA covered the period from July 1, 2012 through December 2016 (4.5
years) and was based on the operation of the two plants.
The flow transferred from NB to TZO has always been treated as an SIU on the HWA
Allocation Table. You will see this line item on the 2017 HWA and the data was from
periodic sampling of the transfer line.
The NB HWA was also due October 1, 2017, but since the plant closed a week later, the
requirement was waived by Deborah Gore.
In conversations with Deborah Gore we stated that a new HWA would be needed within
a year to reflect the additional flow at TZO and the closure of NB.
The DEQ review of the 2017 HWA was not completed since a new HWA would be
forthcoming.
2018 HWA Submittal
■ This HWA reflects the operation of only TZO with its current permitted capacity of 40 MGD.
■ Note of course that the TZO flow has increased about 6 MGD since the last HWA which is to be
expected (-25%).
■ It is based on a limited data set of 1.5 years, but removal rates etc. seem consistent with the
previous HWA.
■ There were a few compliance issues during this HWA period. However, they were virtually all
from high flows during two 100-year storms that occurred in a two month period. We also had
tanks out of service as part of the upgrade and expansion.
Future HWAs COMING!
■ The TZO NPDES Permit expires in June 2019. At that time another HWA will be required as the
new NPDES permit will reflect the new WQS for metals.
■ In 2020 with the completion of the upgrade and expansion project another HWA will be required
due to the increase in permitted flow to 56 MGD and total nitrogen limits effective in 2021.
■ We are going to get plenty of experience in HWA!
Greensboro Local Pollutant Allocation Program
■ You will note as you review the Allocation Table that the City of Greensboro does not have limits
on BOD, TSS and certain metals for some SIUs. However, there is a local accounting and
enforcement system for conventional and metals for which there is significant capacity available.
■ You will see the "Local Pollutant Allocations" mentioned on the Permit Synopsis as well. These
values are issued to the industries SIUs in a separate local document (which is not part of the SIU
permit).
• This program has served the City of Greensboro and the industries well over the years.

IMPORTANT SIU PERMIT SUBMITTAL INFORMATION:
All three of us worked on all of the 29 SIU permits. Bill Burdick chose 3 for his "official ones".
Frank and Martie have included a signed Streamlined Permit Review form to cover the others.
Many of the permits did not have any changes to name, permit #, pipe #, limits or treatment units.
