SUBJECT: Marc Basnight LAMA Major Permit #05-07 Modification Request
CAMA Major Permit #05-07 was issued on January 24, 2007 to the applicant for
maintenance excavation of an existing canal, for estuarine beach nourishment and for
jetty and groin extensions. The permit has a December 31, 2010 expiration date. The
permit was modified on may 2, 2008 to authorize the placement of 540 feet of riprap
along the Shallowbag Bay shoreline of a marsh area (200 feet) and groin field (340 feet)
to prevent erosion. The applicant purposely left a sandy beach area unprotected,
located adjacent to his home, This area has approximately 280 feet of shoreline and
runs from an existing rock jetty protecting a canal on the west side of the property, to an
existing groin field that was riprapped as pare of the 05/02/08 modification.
The applicant is experiencing erosion along the unprotected shoreline area on
Shallowbog Bay and requests his permit be modified to allow hire to place ripraip along
approximately 280 feet of shoreline. The applicant proposes the riprap to have an S.
foot base with no more than 5 feet of the base to be located waterward of normal water
level (NWL), and the remainder to be landward of NWL. The proposed riprap will have
a height above NWL of approximately d feet.
The modification request is consistent with 07H.0208 Use standards for AECs. it is
recornmended that the modification request be authorized as a minor modification to
CAMA Permit #05-07 with all existing conditions to remain in effect and with the
following conditions included:
1. Riprap structures will not extend more than 5 feet waterward of NWL at any point
along its alignment at the time of construction.

2. The riprap alignment must be staked by a representative of the Division of
Coastal Management within a maximum of 20 days prior to the start of
construction. Failure to initiate construction within 20 days, or erosion of the
shoreline by adverse weather conditions, will require the alignment to be
restaked by DCM within a maximum of 28 days prior to the new expected start of
construction-
3. The riprap material must be free from loose dirt or any pollutant, It must be of a
size sufficient to prevent its movement from the site,by wave or current action.
4. The riprap material must consist of clean rock or masonry materials such as but
not limited to granite or broken concrete.
5. The fill material will be clean and free of any pollutants except in trace quantities.
Metal products, organic materials, or unsightly debris will not be used.
