Your cooperation and assistance during the inspection were greatly appreciated. The subject wastewater collection system was identified as a deemed collection system effective March 15, 2016, and consists of approximately 215 homes or service taps, approximately 30 manholes, and 1 high priority sewer line. The average daily flow of the collection system is 28,000 GPD. The collection system consists of gravity sewer lines and no force mains or lift stations. Please update this office with the number of miles of gravity sewer line within the collection system. The items below show what conditions were noted during the inspection: 1. Sewer Collection System Map.Nature Trails Association CLP, hereinafter referred to as Nature Trails, has developed a comprehensive map of its sewer collection system. The map includes pipe size,pipe location, flow direction, and manholes. Please ensure the map is actively maintained and updated. 2. Operatio and Maintenance Plan.Nature Trails is required to develop and implement an operation and maintenance plan that includes a preventative maintenance schedule, spare parts inventory, and an overflow response plan. During the inspection, you stated Nature Trails does not have a written Operation and Maintenance Plan. Within 45-days of receiving this letter,please develop and submit to this office Nature Trails'written Operation and Maintenance Plan for the subject sewer collection system. 3. Inspection of High Priority Sewer Lines.Nature Trails is required to inspect all high priority sewer lines at least once every six-months. Within 45-days of receiving this letter,please provide this office with a list of all high priority sewer lines, and their locations, within the subject collection system and ensure the high priority lines are inspected and documented as required. 4. Reported Saitary Sewer Overflows. During the 2-year period ending July 31, 2018, there were no reported SSOs from the subject collection system. Grease Control Program.Nature Trails is required to develop and implement an educational fats, oils and grease program that includes at least bi-annual distribution of educational material targeted at residential users. During the inspection, you provided documentation showing an annual notice on grease control was sent to residential users on November 8, 2017. Please update your grease control program to meet the bi-annual distribution requirement of the regulation. 6. Right-of-ways and Easements. Please continue to ensure rights-of-way and easements are maintained in the full easement width for personnel and equipment accessibility surrounding the sewer collection system. 7. Documentatio . As required by 15A NCAC 02T .0403(a)(10),Nature Trails is required to maintain all documentation associated with the sewer collection system for a minimum of three years except for the sewer collection system map, which shall be maintained for the life of the system. Please ensure all documentation is maintained as required. The sewer collection system shall be effectively maintained and operated at all times to prevent discharge to land or surface waters, and to prevent any contravention of groundwater standards or surface water standards. Within 45-days of receiving this letter, please provide this office with a response to items 2 and 3 above.
