Dear Mr. Weindel:
The Division of Water Resources (Division) has reviewed the submitted variance request
received on August 28, 2018 for the subject project. The Division will grant the variance
request for the rehabilitation and installation of gravity sewer below the minimum required
slope, in accordance with the provisions for alternative design under 15A NCAC 02T.0105(n):
1. Pursuant to the variance request received August 28, 2018 from McGill Associates, P.A.,
on behalf of the Town of St. Pauls, a variance is granted for the following as indicated on
the provided plans, specifications, and supporting documents:
a. Construction and operation of approximately 1,750 linear feet of 8-inch gravity
sewer between manholes MH-1, MH-1A, MH-2, MH-3, MH-4, and MH-5 at a
slope of 0.30% and between MH-14 and the existing manhole at N. Maple Street
at a slope of 0.22%; and the
b. Rehabilitation and operation of approximately 6,352 linear feet of 8-inch gravity
sewer along North Wilkinson Drive at slopes of 0.34%, 0.31%, and 0.30%, along
West Broad Street at slopes of 0.24%, 0.34% and an unknown slope, along East
Broad Street at slopes of 0.27% and 0.23%, along East Armfield Street at slopes
of 0.31%, 0.26%, 0.23%, and 0.21%, along Seawell Street at a slope of 0.27%,
along East Eure Street at a slope of 0.19%, along East Brannon Street at an
unknown slope, along South Powers Street at a slope of 0.27%, and along East
Blue Street at slopes of 0.35% and 0.30%;
c. Per this variance approval,the lines as listed above are subject to the following
requirements:
i. The sections of gravity sewer as described above shall be designated as
"high-priority sewer" in accordance with 15A NCAC 02T.0402.

ii. High-priority sewers shall be inspected by the permittee or its
representative at least once every six-months in accordance with the
permittee's individual system-wide collection system permit
(WQCS00187).
2. An alternative design is approved for a separation between manholes of
approximately 460 linear feet and approximately 457 linear feet, both located
along East Armfield Street. Per 15A NCAC 02T.03050)(2), the permittee shall be
responsible for maintaining the capability to perform routine cleaning and
maintenance on the portions of the sewer noted as not meeting the maximum
separation distance between manholes of 425 linear feet.
Regardless of the variance approval, in the event that the wastewater collection facilities fail to
perform satisfactorily, including the creation of nuisance conditions,the Permittee shall take
immediate corrective action, including those as may be required by this Division; such as the
construction of additional or replacement facilities.
All other elements of this project shall be constructed in accordance with all applicable rules
and statues including, 15A NCAC 2T; the Division of Water Resources' (Division) Gravity Sewer
Minimum Design Criteria adopted February 12, 1996 as applicable; and the Division's Minimum
Design Criteria for the Fast-Track Permitting of Pump Stations and Force Mains adopted June 1,
2000 as applicable. Approval of the variance request does not constitute approval of the
permit.
