The following are DWQ's comments regarding the above-referenced projects, based on review of the plans and site
visits.
Briar Creek
This project appeared to be a good candidate for restoration and enhancement work. DWQ concurs with the proposed
project approach. However, based on the level of work proposed for the Briar Creek and the anticipated uplift, DWQ
feels that the appropriate credit ratio is 2.5:1 (proposed is 2:1). the project consists mostly of bank work, with the
addition of several structures. The multiple utility easements limit the quality of the riuparian zone that can be
established. in addition, there appear to be several storm water outfalls entering the stream, and no BMPs are shown
on the plans which would treat the stormwater entering the stream.
Torrence Creek
Again, DWQ feels the proposed project has merit, and we generally concur with the project approach. DWQ
recommends that where possible, existing trees within the riparian zone be retained, rather than cutting a belt-width
corridor through the site. Also, DWQ feels that all enhancement work done as part of this project should generate credit
at a 1.5:1 ratio (some proposed as 1:1). in addition, wetland enhancement should receive credit at a 2:1 ratio per the
USACE website (proposed is 1.5:1).
The 401 GC has been issued for this project.
