Mitch Hayes of the Raleigh Regional Office conducted the subject inspection on August 20, 2018.
The assistance of Phil Webb, Operator in Responsible Charge (ORC) with this inspection was
greatly appreciated. Below is a list of findings developed from the inspection and review of the
permit.
1. The subject collection system was reclassified from a CS-2 system to a CS-1 system
effective March 01, 2018. The subject permit was reissued, became effective May 01,
2018 and will expire April 30, 2026. There were no significant changes made to the permit.
2. A map of the collection system is maintained; however, it does not include line size, flow
direction, or type of pipe material.
3. Education materials on proper grease disposal are sent to customers twice a year.
Information on proper grease disposal is also available on the web. Food establishments
are inspected throughout the year. There have been no enforcements for'the past year.
4. The Capital Improvement Program was updated October 09, 2017 and includes projects
for fiscal years 2016 through 2025. Known deficiencies have been identified and are
prioritized by importance. Currently, the CIP does not list any projects for the collection
system.
5. Work orders, complaints, repairs made to equipment, line cleaning, right of way
maintenance, high priority line inspection, SSO's, pump station maintenance ,are
maintained in separate log books. Log books are reviewed weekly.
6. According to the permit, the amount of gravity sewer in the collection system is 11.3 miles
or 59,664 feet. A review of the records indicates that 10% of gravity line have been cleaned
for the fiscal year July 2017 through July 2018.
7. There are two pump stations in the collection system. Both stations have restricted access,
contact information signage, audible /visual alarms, SCADA, and on-site generators with
manual start and transfer switches. Audible / visual alarms functioned at both pump

stations when the high-water float was lifted SCADA reported a high wet well. Pumps at
both pump stations activated when their respective floats were lifted. SCADA reported a
high wet well. The generators started and operated under load when power was turned
off to the pump station and the generators were manually started. SCADA reported a
power outage.
8. Three aerial lines were inspected. Two lines cross a ditch and have no supports. There
was no bank erosion. The third aerial line was approximately 100 feet long and had
concrete piers along its length. All piers appeared leveled with no erosion around the base
of the piers. �_y __ ______V _
9. The West Wood right-of-way was inspected. Three manholes were inspected. All
manholes were solid with no crumbling. Flow in all three manholes were unobstructed with
no grease or debris. The right-of-way was well maintained with no sinkholes or
depressions noted.
