Mr. Elliott has provided us the preliminary jurisdictional determination from the Corps of Engineers that we'd requested
to identify if there are proximal wetlands, which there are, but not sufficient detail/data to show how the wetlands will
be protected. Until that information has been provided, please continue to hold the permit.

Hi, Thom,
I know we still have some open questions about review of Pumping O&M Plans by DEMLR/DWR in general, but I wanted
to follow up on this application that has been pending in our office since February. On 4/17 you emailed that Chris
Pullinger was going to check with Robert Tankard about this one, and you would let me know when you had more
information. Can we proceed with issuing this discharge permit COC to James Cahoon Mine? The POM Plan will need to
be approved by the WaRO before dewatering can begin. If you think the applicant is far enough along to understand
what is required for that, we can proceed.

Hello,
I have visited the site, and I did a preliminary review of the O&M plan. Let me touch base with Chris Pullinger again of
DWR, as he had originally commented that a JD may be required.
I have not had significant concerns about this site as it is located out in a farm field which was converted many years
ago, with the discharge directed back into the adjacent wetlands. I have seen standing water historically in the field
ditches which gives me the impression that the water table is within a few feet of the field surface/natural ground. The
Scuppernong River, tributaries and corresponding wetlands are nearly surrounding this area and I do not expect this
operation will dewater wetlands, or other waters of the state.
I will touch base with Chris Pullinger and will let you know of any concerns ASAP.

I wanted to check in on this mine operation's request for coverage under NCG02 in Columbia, Tyrrell county. I have only
just now picked this one up, and I see they will dewater into nearby wetlands. The consultant (Ken Elliott) contacted
Thom about a Pumping O&M Plan before submittal, and a narrative is included — but at first glance, I see it may be
lacking. There are no calculations or mention of monitoring wells; just some design component details tacked on at the
end and a lot of discussion. It mentions "visual monitoring of adjacent wetlands and farmland for potential dehydration
caused by any mining activity..."
Let me know your thoughts on this one when you have a chance.
