Land Application of Residuals
Lincoln County
On August 24, 2018, Edward Watson of the Mooresville Regional Office (MRO) viewed a land application event at
City of Lincoln RLAP Program fields NC -LT -19 -1 and NC -LT -19-3 in Lincoln County. The WWTP residuals loading
area was also reviewed during this site visit.
The WWTP facility will be inspected at a separate date. Records, residuals processing, and storage will be
reviewed during that site visit.
Enclosed you will find the report for the compliance inspection that was conducted for the referenced application
event. A copy of the current permit, haul records and spill plan were available at the application site.
Information was requested and received for application equipment calibration and soil analytical data. I would like
to thank Mike Cox of Synagro for his time during the inspection.

Inspection Summary:
On August 24, 2018, MRO staff conducted a routine compliance inspection of City of Lincolnton RLAP fields NC -LT -19-1 and
NC -LT -19-3 for class "B" residuals produced under permit WQ0002712.
Signage and rain gauge were present at the application site. No rain had occurred within the past 24 hours. The fields were
adequately bufferd and additional care was taken with buffering the on-site surface water/drainage features present on field
LT -19-3.
PAN and Soils Report were provided by Synagro. No lime amendments were required either field for this application event.
PAN value for field 1 is 162 after accounting for a 25% rate decrease for grazed pasture. PAN for field 3 is 148 after pasture
decrease. PAN values are within the permitted limits for both of these fields.
Hauling records were available for review. The hauling records appear to be accurate with the truck turn around time to the
WWTP and back to the application field. No spillage was observed at the field transfer area.
The WWTP loading area was clean. No residuals were observed to be on the ground. The on-site return drain was buffered
with hay bails to absorb any possible spillage that might occur during the residuals loading process.

Comment: All buffers appeared to be properly located. The surface water features present on field LT -19-3
have been adequately bufferred. No ponding was observed during the site visit. The material
appears to dry relatively quickly after application reducing the chance of run-off of the residual
material.
Soil plugs were collected on field 3 to check to determine correct separation betwwen the
aDDlication surface and the distance to aroundwater.
