The project is located on the north side of 24th avenue on North Topsail Beach in Onslow County. The property is approximately 0.18 acres of undeveloped land with paved road access to the front'of the lot. The property is bounded to the northwest by Stump Sound, _ to the northeast and the south by an undeveloped lot and to the west by 24th Avenue. Stump Sound is currently designated by the North Carolina Department of Environment and Natural Resources (NCDENR) Division of Water Quality (DWQ) as Class SA: High Quality Waters (HOW). Due to the fact that the property is within the 575' area of concern (AEC) the CAMA Major permit application is required. Also, because the project lies within the 575' AEC zone, the US Army Corp of Engineers (USACOE), 404 wetlands impacts permitting, is being requested in conjunction with the CAMA Major application. The proposed project consists of a single-family residence with a footprint of 1100 square feet. The home is proposed to have a cantilevered, second floor deck as well. A minimal size fill area for the, driveway and limited parking is also requested. The driveway is to be constructed of 18 inch concrete strips to minimize impervious surfaces. The property will be provided potable water by the Onslow County water system. Waste water disposal will be provided by North Topsail Utilities municipal sewer system. An acceptance of the sewer services is in process and is expected to be forthcoming. 1 June 10, 2009 The USACOE permit required will include 404 wetland impacts for a wetland fill area to accommodate the construction of the home and location for a minimal driveway and limited parking. The total wetland area impacts will be approximately 0.009 acres. This wetland impact has been minimized by locating the structure and driveway on the upland area to the maximum extent and constructing the residence on pilings over wetland areas to reduce the amount of fill material needed. In response to the needed impact, payment into the North Carolina Ecosystem Enhancement Program (NCEEP) is being proposed and an acceptance has been obtained from the NCEEP.
