Please find enclosed PCN, permit drawings, roadway plans, landowner receipts, a copy of the state stormwater permit exclusion, EEP acceptance letter, NCDOT debit ledger page, and CAMA MP forms for the above referenced project proposed by the North Carolina Department of Transportation (NCDOT). A Categorical Exclusion (CE) was completed for this project on October 11, 2007, and distributed shortly thereafter. Additional copies are available upon request. The NCDOT proposes to replace existing Bridge No. 64 over Pungo Creek on NC 99 in Beaufort County. The project involves replacement of the existing functionally obsolete and structurally deficient 681-foot bridge with a new 710-foot bridge. The new bridge will feature two 12-foot lanes with a 4.75-foot offsets. The south approach will be approximately 510 feet long and the north approach will be approximately 1,230 feet long. Proposed permanent impacts are 0.01 acre to coastal wetland impacts for fill and 0.15 acre of fill in surface waters. Traffic will be detoured off--site during construction. The let date for this project is February 16, 2010 and the review date is January 5, 2010. Regulatory Approvals Section 404 Permit: All aspects of this project are being processed by the Federal Highway Administration as a "Categorical Exclusion" in accordance with 23 CFR 771.115(b). The NCDOT requests that these activities be authorized by Nationwide Permit 23. We are also requesting the issuance of a Nationwide Permit 33 for the temporary fill due to the work pad and work bridge. (72 CFR; 11092- 11198, March 12, 2007). Section 401 Permit: We anticipate 401 General Certification numbers 3701 and 3688 will apply to this project. The NCDOT is requesting written concurrence from the North Carolina Department of Environmental and Natural Resources, Division of Water Quality.
