1. The intermittent stream bi-sects a good portion of the development and represents a
substantial portion of the land available for lots in the phase II of the development. I have
discussed some of the alternatives with Norris and we have considered all options but each
alternative comes with compromises and impacts. We considered leaving the stream as is with
out interfering with its channel location and width, this would require the loss of lots
29,30,16,17,9, 10,1 and possible 11 & 28 as well as the relocation of proposed wet detention
pond. This alternative would also require a large water quality device and some sort of
diversion must be used to channel any on site runoff into a water quality device and would
require City of Greensboro storm water management approval. I believe this alternative
minimizes the impact to the intermittent stream the most but would affect the number of lots
and raise the cost of the development the most. I have talked to the developer and the loss of
this number of lots and the expected cost of the water quality structures would risk his
investment in this part of the development. I have also explored the possibility of piping the
oil site flow coming out of the 24" pipe to the buffer limits of the perennial stream, and
leaving the intermittent stream in its present location with its current width, but this option still
requires the loss of a considerable number of lots and would still require a diversion of any
onsite runoff draining into the stream channel to be diverted into a water quality device (wet
detention pond). The removal of the offsite runoff would lead to the intermittent stream to
become nothing more than a drainage channel for on-site runoff. The last option would be to
pipe the offsite run-off and grade, fill the intermittent stream channel to provide more area for
lots, and allows easier collection and treatment of onsite runoff through the use of traditional
catch basins and yard inlets. The last option has the most impact on the intermittent stream but
I believe it will minimize the impact on the perennial stream by allowing the on-site run-off
from the development to be treated in such a way that it will reduce contaminants going into
the perennial stream. The other two alternatives will require either a very large water quality
device or a diversion setup to be placed in the intermittent stream channel to divert a portion
of the runoff into a water quality device to account for any onsite run-off, this diversion would
allow some contaminated run-off to by-pass as not to block the intermittent stream channel.
2. The piping shown on the supplied plans at the rear of lots 22,2 1, and 5 was proposed and
submitted in the preliminary plan to the City of Greensboro for review. Before the site visit on
April 17, 2009 it was discussed with the developer and decided that the intermittent stream (
City of Greensboro/ DWQ map) in question would not affect buildable area on the adjoining
lots and it was decided that the section of piping would be removed from the project and the
stream channel left open and undisturbed. The new set of plans will be provided with this
letter will show the removal of this section of pipe, and it is also know by the developer that
any plans submitted to the Army Corps and DWQ concerning impacts on perennial or
intermittent streams that are approved cannot be changed or modified without prior
knowledge.
3. The proposed wet detention pond at the rear of lots 1 &2 will be moved outside the
intermittent stream channel upstream along the perennial stream to provide treatment for the

on site run-off associated with this section of the development. The new location of the wet
detention pond will be shown in the new plans submitted for pre-construction notification
approval. The final size and configuration of the Wet Detention pond have not been finalized
at this time but it is understood that the pond cannot be located in the intermittent stream
channel.
4. The Brassfield Station development is a stand-alone project that does not need the completion
of the City of Greensboro sewer line extension to continue. The proposed sewer line extension
by the City of Greensboro is being performed to remove a lift station and connect to a
proposed manhole on the Brassfield Station development site, this was the information
brought to our attention during the final planning review for phase 1 of the Brassfield
Station/Southern Gates development. The City of Greensboro has not shared or been in
contact with us about the layout and location of the sewer extension project and only informed
us they would like us to-extend our sewer line/ manhole to the property line for them to tie
into.
5. There are only two proposed areas for utilities to cross the perennial stream, both a designed
to have minimal impact on the stream and its buffer areas and will have no impact on the
wetlands area. The planned stream crossing for the road is also the planned crossing for
water. The water line will placed under the proposed road and over the proposed culvert, this
minimized the impact on the stream. The second crossing will be the sewer line tie in
downstream. The area to be crossed is in the flood area below the old earthen dam, to prevent
or minimize impact the sewer line will be bored under the streambed and encased in a 16"
metal sleeve. The ends of the crossing are planned to be outside of the flood way and would
provide access for future maintenance without disturbing the stream. I have highlighted the
boring and sewer line crossing on the included drawing.
DWQ: The Storm Water Management plan has not been completed and turned in to the City of
Greensboro at this time, we have performed a storm water study, performed preliminary calculations,
and a conceptual plan has been reviewed and approved. The City of Greensboro will require the final
Storm water design and BMP design to be submitted and reviewed before the Storm Water
Management plan will be completed. I will forward a stamped approved copy of the Storm water plans
to you as soon as possible.

The City of Greensboro has designed a sanitary sewer outfall (Derbyshire Outfall) that
includes approximately 1100 LF of ductile iron pipe (D.I.P.). The purpose of this project
is to remove the existing Derbyshire lift station. We are tying into the sanitary sewer
system at manhole #7 in phase one of the Southern Gates Condominium project being
designed by Hugh Creed Associates. It is my understanding that their project is not
contingent upon the construction of our outfall.
I hope this will add clarity to the relationship of the adjacent projects mentioned above.
