On November 29, 2006, this Office received your Pre-Construction Notification
Application for Department of Army (DA) authorization to impact 135 linear feet of an unnamed
tributary to the Lockwoods Fo11y River and 0.33 acres of adjacent jurisdictional wetlands, for the
purpose of facilitating the proposed Avalon Planned Unit Development. The 227 acre project
area is located along the north side of NC Highway 211, east of Old Lennon Road (NCSR 1504),
east of Supply, Brunswick County, North Carolina.
Upon review of your application, this Office has determined that your application is
incomplete and cannot be processed until the following information is received:
1. Your request must include all anticipated jurisdictional impacts for the entire planned
unit development, which would include the approximately 26 acre parcel that abuts NC Highway
211. Please include a wetland delineation for this parcel as well.
2. Please submit a detailed development plan that clearly depicts all structures/activities
proposed within or immediately adjacent to the jurisdictional areas. Specifically, our file records
include various plans showing boardwalks, nature trails, boat launch areas, etc. If the
construction or maintenance of any of these proposed features would require mechanized land
clearing and/or a discharge of fill material (permanent or temporary), please include these
impacts with your request. In addition, any activities located within your proposed preservation
areas must be illustrated on and described in the preservation documents.
3. Please identify and/or describe the locations of the infrastructure utilities. Include any
temporary or permanent jurisdictional impacts associated with utility line crossings, pump
stations, access roads, maintenance corridors, etc.
4. Impact Areas A and K are to the same stream channel. Please revise your application
accordingly.

5. It does not appear that the impact itemization accounts for all fill slopes and/or rip-rap
aprons; moreover, it is not clear why the aprons are necessary. Please explain.
6. Demonstrate that all proposed lots are build-able without additional jurisdictional
impacts. If not, you must include lot fill with your DA authorization request.
7. Please demonstrate that you have no practicable alternative for impacts B, C, F, and I.
While these impacts appear minor, they maybe avoidable.
8. With respect to compensatory mitigation, it is not clear if you are proposing on-site
wetland creation or restoration. If you are proposing wetland restoration, you must demonstrate
that this area historically exhibited all three wetland parameters.
9. The mitigation map submitted does not account for the created/restored wetlands in
the total amount of preservation.
10. Please submit detailed construction plans and sequencing for the on-site
creation/restoration.
11. It is uncertain if additional planting of the on-site wetland creation/restoration is
necessary since your description of this area states that it currently exhibits a "healthy over- and
under-story". Planting will depend primarily on the anticipated hydrological regime of the
system. Please explain and include a detailed planting plan if necessary.
12. Please provide a copy of your proposed preservation document and recordable
survey map (no larger than 11" x 17") for our review.
Please submit the above information within 30 days of receipt of this Notification or we
will consider your application withdrawn and close the file.
