2018 and HB630 Permanent Water Request for Guidance Letter Dated August 15,
2018
Dear Mr. Draovitch:
On July 24 and August 15, 2018, the North Carolina Department of Environmental Quality (DEQ)
received requests for guidance on permanent alternate water solutions for properties near the
Asheville Steam Station, Buck Combined Cycle Station, James E. Rogers Energy Complex
(Formerly Cliffside Steam Station), Roxboro Steam Electric Plant, and Mayo Steam Electric Plant.
DEQ has reviewed the requests and approves the following actions for the properties in question:
Asheville Steam Station — Two Households on Old Shoals Land and Old Shoals Extension
• DEQ concurs that these two households are not eligible to receive a permanent alternate
water solution.
Buck Combined Cycle Station — 235 Bean Road
• A connection shall be provided by Duke Energy in the future, once the home is in a state
of readiness for the connection.
The October 15, 2018 deadline specified in the Coal Ash Management Act (CAMA)
General Statute (G.S.) 130A-309.211(c1) does not apply to this home.
Buck Combined Cycle Station — 710 Stoner Mor an
• A connection shall be provided by Duke Energy in the future, once the home is in a state
of readiness for the connection.
• The October 15, 2018 deadline specified in CAMA G.S. 130A-309.211(cl) does not apply
to this home.

• Connections shall be provided by Duke Energy in the future, once the homes are in a state
of readiness for the connection.
• The October 15, 2018 deadline specified in CAMA G.S. 130A-309.211(cl) does not apply
to these homes.
Roxboro Steam Electric Plant — 430 Archie Clay ton Road
• A connection shall be provided by Duke Energy in the future, once the home is in a state
of readiness for the connection.
• The October 15, 2018 deadline specified in CAMA G.S. 130A-309.21 l(cl) does not apply
to this home.

• A connection shall be provided by Duke Energy in the future, once the home's tax liability
has been resolved.
