In response to DWQ's letter dated April 241h, 2009 regarding release of credits for Task 4;
enclosed you will find a Supplemental Planting Report for the Forrest Creek Mitigation Bank.
We hope that this will be sufficient for the 10% release of credits for the Year One Monitoring
Report.
The supplemental planting work was done in January 2009, before comments were received
from DWQ and would have been documented in the Year Two Monitoring Work had it not been
requested at this time. We realize that stem count requirements for Buffer restoration credits are
more stringent then for stream restoration credits, and will always implement any remedial
measures as required by DWQ. However, we also plan to continue to be proactive in our
maintenance strategy and address problems as they arise in a timely fashion. In the future we will
inform DWQ of remedial work when it is scheduled.

The Forrest Creek Mitigation Bank (Bank) is located in Orange County North Carolina within
land owned by Milton A. Latta and Sons Dairy Farms, Inc. A permanent conservation easement
covers the restored stream and surrounding riparian buffer. This easement defines the Bank's
boundaries. The Bank is located on an active dairy farm approximately seven miles northeast of
Hillsborough and six miles northwest of Durham in northeastern Orange County, North Carolina.
The stream(s) lie within USGS hydrologic unit 03020201020020 in the Neuse River Basin. The
North Carolina Division of Water Quality (NCDWQ) classifies the main reach, Forrest Creek, as
a WS-11 (water supply II), HQW (high quality water), and NSW (nutrient sensitive water).
Original planting of the site began with the tributary in March 2008 and ended along the main
channel of Forrest Creek in June of 2008. Planting material installed was a mixture of tublings
and gallons, live stakes were also installed along the stream banks. In addition to expected high
mortality due to late season planting along the main channel, it is surmised that many freshly
planted tublings we uprooted and washed downstream during the flooding events of June 30th,
2008, followed by extreme flooding between August 29th and September 91h, 2008.
Monitoring work performed on December 4th, 2008 confirmed high mortality/ low stem counts
along the main channel of Forrest Creek. Plots VQT1 through 7 along the Tributary were found
to have stem densities ranging from 283 stems per acre to 607 stems per acre, for an average stem
density along the Tributary of approximately 439 stems per acre; while Plots VQ 1 through 7
along the main channel ranged from 81 to 364 stems per acre for an average of approximately
220 stems per acre along the main channel. Plot VQT1 had the lowest stem count of the tributary
plots (283) and is located at the confluence of the tributary and the main channel.
On January 14th and 15th the banks of the main channel and the confluence of the tributary and the
main channel were re-livestaked along the outside bends and in areas where damage had been
sustained during the previously mentioned flooding events. This included any vegetation plots in
applicable areas. Approximately 1500 livestakes, mostly black willow with some silky dogwood
and silky willow mixed in, were installed.
On January 29th, 2009 a replant was done by Carolina Wetland Services along the Main Channel
including the confluence area near VQT1. 1,000 gallon size plants were installed, the table below
shows species and quantities. This replant was done within the dormant season and was followed
by a mild, wet spring which should foster excellent survival for the current year.

A word of explanation on Plot VQ1: This plot was under-planted initially with only 283 stems per
' acre counted as baseline. In the Year 1 Monitoring Report volunteer sweet gum trees were
mistakenly included in the stems per acre calculations, this in turn lead to under-planting during
the replant. This plot is also the only plot with what could be considered an invasive problem.
Sweet gum, while native, tends to form monocultures in early succession. The sweet gum trees in
' Plot VQ1 will be managed by allowing several (3 to 4) individuals to grow while all smaller
seedlings will be weeded out, starting this fall. Leaving several taller saplings in place will
' encourage secondary succession where any smaller seedlings will be shaded and out-competed.
Taking the above improved stem counts into consideration the stems per acre calculations have
' improved to 462 spa along the main channel and 497 spa along the tributary. Attached to this
report you will also find revised Vegetation Raw Data Tables, Grid Plots and Site Summaries in
the same format as the original Year 1 Monitoring Report, and a photo log showing the site post-
replant.
