Alan Johnson has also reviewed the plans and has visited the site. The proposed restoration of the Museum Drive tributary looks fine, and DWQ has no comments on the proposed work or credit ratio (1:1). For the enhancement of Reach 1 of Briar Creek, while it may be true that their approach is a combiniation of E1 and E2, the actual in-channel work is pretty limited (plans show installation of two single arm vanes and a double wing deflector). For the most part, they are doing mostly bank work/benching due to multiple utility constraints. Also, the buffer planting is restricted to herbaceous plants in many areas due to a sanitary sewer easement. In additiion, multiple stormwater pipes discharge straight into the stream, and there is no indication in the plans for the installation of level spreaders or other BMPs. For these reasons, DWQ feels that 2.5:1 is a more appropriate credit ratio than 2:1. It is our opinion that the level of functional uplift will be limited.
