Due to our discussion yesterday, I reviewed the project file for SAW -2003-30382 & aerial photos from the area project.
Under SAW -2003-30382 the Corps authorized 60 If of permanent stream impacts to a UT of Cullowhee Creek for
replacement of an existing culvert. The original 60 If of stream impacts pre -date 1982, these impacts will not be
cumulative with the required mitigation. The attached summary of required mitigation has been updated to show this
change. Compensatory mitigation will be required as summarized on the attached table dated August 24, 2018.

Reference is made to your three letters of August 10, 2018, which submitted responses to the Corps' comments for the
WCU 2014 Master Plan Improvements Project in Cullowhee, Jackson County, North Carolina. Based on our review of the
letters and the attachments, the Corps is providing comments as follows:
1. The Corps has reviewed the response to the proposed required compensatory mitigation. Compensatory mitigation
will be required as summarized on the attached table.
2. TRC Environmental Corporation is to conduct a comprehensive archeological survey, per N.C. State Historic
Preservation Office (SHPO) requirements, in the areas of the Corps permit area for Section 106 review at the intermural
field improvements portion of the project. The applicant is to provide two copies and one digital copy of the resulting
archaeological survey report, as well as two copies of the appropriate site forms to the Corps and the same to SHPO per
their letter. Submit this report to the agencies by December 31, 2018. Based upon the findings of the survey, the Corps
may need to forward a copy of the report to the Eastern Band of Cherokee Indians (EBCI) Tribal Historic Preservation
Office (THPO) for review and comment.
All other responses submitted in the above referenced letters are sufficient and appropriate for the proposed actions.
