PROJECT DESCRIPTION The project site is located at 211 Summer Rest Road (NCSR 1417), adjacent to Motts Creek, and the Atlantic Intracoastal Waterway (AIWW), Greenville Sound, Wilmington, in New Hanover County. To locate the site from the Wilmington Regional Office (WiRO) take US Hwy 74/76 towards Wrightsville Beach just before crossing the drawbridge to Wrightsville Beach turn left onto Summer Rest Road. The property is approximately 650 feet north of the US Hwy 74/76 drawbridge to Wrightsville Beach and is directly across the AIWW from the NC Wildlife Resources Commission (NC)ArRC) public boat ramp at Wrightsville Beach, approximately 650'east. The applicant's property consists of two parcels that are separated by Summer Rest Road. The lot to the north of the road is approximately 0.25 acres and consists of an existing single-family residence and driveway. The lot to the south is approximately 0.58 acres, 0.09 acres of which is above Normal High Water (NHW), and consists of a driveway, walk, and bulkhead in the upland portion, and a private docking facility waterward of the existing bulkhead. The upland area of the project site is vegetated primarily with upland trees and native grasses. The project site has approximately 50 linear feet of shoreline frontage along Motts Creek. Located waterward of the existing bulkhead is a 70' wide area of Coastal Wetlands consisting of Salt Meadow Grass (Spartina patens), Black Needlerush (Scirpus sp.), Sea Oxeye (Borrichia frutescens), and Groundsel Bush (Baccharis halimifolia). An existing pier, measuring approximately 118 ft. in length by 4 ft. in width extends in a southeasterly direction over Coastal Wetlands into Motts Creek. The pier terminates onto a wood ramp, measuring approximately 20 ft. in length by 4 ft. in width, which provide access to an existing float. The existing float, measuring approximately 8' in width and 36' in length, is aligned perpendicular to the channel and extends 53' in to a waterbody measuring 106' across (See Sheet 2 of 4). The existing docking facility does not appear to have any permitting history based on an archive review and aerial photography. The Wilmington -New Hanover County 2006 Land Use Plan classifies adjacent waters and high ground portion of the property as Conservation. The waters of Motts Creek and the Intracoastal Waterway are classified SB by the Division of Water Resources. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT The applicant proposes to reconfigure an existing docking facility within Motts Creek. The application states that the existing pier would be replaced by a new 6' wide by 108' long pier, and a 10' wide by I P long covered platform would be installed at the end in an "L" -head configuration. A ramp would connect to the waterward end of the proposed platform and extend to a new 8' wide by 36' long float within the same alignment and footprint as the existing float. The proposed new docking configuration would provide docking space for two (2) vessels within existing water depths ranging from approximately -1.1 ft. to -2.5 ft. at NLW (See Sheets 3 and 4 of 4). The proposed docking facility would extend 53' in to the waterbody measuring 106' from marsh to marsh. 10. ANTICIPATED IMPACTS The existing docking facility incorporates approximately 760sq. ft. of Estuarine Waters and Pubic Trust Area. The reconfiguration would add an additional 286sq. ft. for a total incorporated area of approximately 1,046sq. ft. The proposed structures would extend approximately 53 ft. into a waterbody, which measures approximately 106 ft. across. This distance DOES NOT conform to the 1/4 width rule. The proposed structure WOULD not encroach into the channel, the established pier line, nor the adjacent 15' Riparian Corridor Setback Area requirement. Minor increases in turbidity should be expected during construction.
