I contacted DOT regarding the complaints below and will consult with Tim Latham when he returns from the field. I have also
attached a couple of maps with contact information that may of be use to you. I cover DOT Divisions 9 and 11 which include
Watauga and Wilkes Cos. My contact at DOT, Heath Slaughter Division 11 Environmental Officer, was aware of the complaints
and assured me that all erosion control measures were in place and functioning. Erosion control (EC) measures do a good job of
managing sediment runoff but when huge, intense storm events drop several inches of rain over a short period of time, they
cannot hold up. DOT conducts weekly EC inspections to ensure they are working and maintained. If they do lose sediment off-
site, they immediately, once it is safe to do so, deploy staff to remove sediment from streams, wetlands and off-site properties
where needed and make repairs to EC measures.

Hello all, I am following up (and communicating with you for the first time Mr. Latham) on my request for an inspection of my
client's property to determine whether DOT has violated the act as it relates to my clients' property. They are David and Wilma
Holman; their address is 707 Railroad Grade Road, Fleetwood, NC. 28626. The roadway project is R-2915C and their parcel
number on the DOT plan is 18.
Mr. Gantt, I understand you left me a message but I did not receive one. To contact me, please dial 828-295-7469 and ask for

Mr. Latham, I understand from Lesa Hauzer that you are the inspector for both Ashe and Wilkes County. I also have a request for
a property in Wilkes County for which I am seeking an inspection to determine whether DOT has violated the act as it relates to
my clients' property. The property belongs to Fred and Karen Reeves and Reeves Construction Co., a paving and grading
company. The property is located at 820 and 824 Highway 268 and is comprised of three contiguous parcels operating as one.
These are parcels 76, 77, and 180 on Tip Project R-2603, a road widening project related to Hwy 268. Pictures of recent flooding
are attached. Pipes have been clogged by mud and bathrooms at times unusable. Client has had to flush out pipes due to
mud. Thank you for your attention to these two requests.
