I conducted a site visit at the subject facility on Monday, July 30, 2018. Based on my observations, this facility does not
have point source discharges of stormwater and therefore does not require permit coverage. I have attached for your
files a scanned copy of a letter I am sending to Mr. Troy Schall pertaining to my observations and determination that
permit coverage is not required. Hopefully, this letter will suffice and you shouldn’t need to send anything further to Mr.
Schall.

I just spoke with Mr. Troy Schall with J&R Salvage. I scheduled a site visit for Monday, July 30. Before providing
comments regarding issuance of permit coverage, I want to make sure that what he has identified as outfalls are actual
outfalls. In speaking with him on the phone just now, it sounds like they are just areas of sandy soils that tend to wash
out a bit after heavy rain events and then they go around and ‘fix’ them. He relayed that the majority of the time, rain
simply soaks into the ground. He also mentioned that the military contract folks in Battle Creek, Michigan are the ones
telling him that he needs stormwater permit coverage or documentation from the state that permit coverage is not
required. Based on all this, I need to conduct a site visit before commenting back to you, which will be early next week.
