(Cox) contracted Shield Engineering, Inc. (Shield) to oversee the decommissioning of the package wastewater treatment system at the Manheim Auto Auction in Statesville, North Carolina. The auto auction installed a sanitary sewer main and connected to the City of Statesville's collection system. The wastewater flow from the auto connection was disconnected from the onsite treatment facility in July 2018 and no flow is being received by the treatment facility. Shield developed a technical specification for the removal of sludge and cleaning of the wastewater treatment system and is submitting this letter to request that NPDES permit No.NC0076333 be rescinded or coverage under the permit terminated. The following sections describe the wastewater treatment plant and the cleaning and verification process that was followed for decommissioning this wastewater treatment system. General Wastewater Plant Description The wastewater stream from the auto auction facility flowed by gravity into a grit chamber that is below grade. This chamber included screening for the influent flow. The wastewater was then pumped to two (2) steel equalization (EQ) basins that are above grade. The second EQ basin also included aeration and was the only basin active prior to the facility connecting to the City's collection system. The wastewater gravity flowed from the second EQ basin to a disinfection system that consisted of a small box where chlorine was added. The wastewater then gravity flowed to the outfall at the creek. Cleaning and Decommission Process Cox Auto engaged a contractor, Bio-Nomic Services, Inc., to clean the wastewater treatment plant. Bio- Nomic mobilized to the site on August 1, 2018 with three (3) 6,000 gallon tanker trailers, a vacuum truck, and associated pumps and hoses. The cleaning crew began by pumping the sludge from the EQ basins into the tanker trailers. After receiving approval, the sludge was hauled to Statesville's Fourth Creek WWTP. After the sludge was removed the EQ basin tanks were washed and the wash water was also hauled to Statesville's WWTP. Then the cleaning crew pumped the wastewater and solids from the grit chamber and hauled them to Statesville's WWTP. The grit chamber also contained a small amount of grit that Statesville's WWTP could not accept. This grit was removed to a roll off container and disposed of in a landfill. The grit chamber was then washed and the wash water was disposed. Bio- Nomic Services then cleaned the disinfection system and removed standing water from the chlorine contact chamber. August 20,2018 Shield Project 1180095-01 Page 2 Independent Verification Shield was onsite to oversee portions of the cleaning and decommissioning of the wastewater treatment plant to provide independent verification that the work was performed in accordance with the technical specifications. Shield also coordinated with the Mooresville Regional Office of NCDEQ to schedule a site visit with a NCDEQ representative, Wes Bell. Mr. Bell visited the site on Friday August 10, 2018 with Shield to verify the connection to the City of Statesville's sanitary sewer system and the status of the cleaning operations.A report was generated based on his visit and is attached to this letter. Conclusion The onsite wastewater treatment system at Manheim Auto Auction in Statesville, North Carolina has been disconnected from service and cleaned. Shield believes that NPDES permit No. NC0076333 should be terminated because the wastewater treatment facility has been decommissioned and no longer accepts flow,treats wastewater, or discharges effluent. This inspection included verification of both the connection to the City of Statesville's sanitary sewer system and the status of the cleaning operations on the wastewater treatment facility. Once all wastewater (including solids) are removed from the treatment facility, a request can be made to the Division to rescind the NPDES Permit.
