PROJECT SUMMARY: Applicant is proposing to install a community boat ramp and 10-slip docking facility. Topsail Bluff Page Two 9. PROJECT DESCRIPTION: The project site is located off of Gus Horne Road, adjacent to Turkey Creek, in Sneads Ferrry, Onslow County. To get to the property from the Wilmington take US Hwy 17N to Folkstone Road, this is not OLD Folkstone Road. Take a right onto Folkstone Road. Take a right onto Tar Landing Road. Take your first left onto S. Parker Road. Then take your first right onto Gus Horne Road. There will be a chain up at the end of the road. Go through the chain gate and then take the first left down a dirt road and travel to the end of the road. This is where the proposed boat ramp and dock would be located. The entire property is approximately 114.5 acres with approximately 3,500' of shoreline frontage and elevations ranging from 0' above normal high water (NHW) at the water to approximately 26'@ NHW on the hill. The property is bordered by Turkey Creek to the east and vacant land to the south, west and east. The project site is currently undeveloped and is a relatively untouched pine forest. There is an existing dirt road on the property and some open fields. There are approximately 70 acres of uplands, 17 acres of §404 wetlands and 30 acres of coastal wetlands. There are coastal wetlands present on the site consisting of Black Needlerush (Juncus roemarianus), Salt Meadow Grass (Spartina patens), Bulrush (Scirpus, spp.) and Salt Marsh Cordgrass (Spartina alterniflora). The coastal wetlands on site range in width from 2' to 800'. There are multiple mosquito ditches running through the marsh. The applicant states that Turkey Creek ranges in width from 84' to 96' in width and has a maximum water depth of -4.5' @ NLW at this location. The proposed location for the boat ramp is near the northeastern corner of the property. This area would have the least impacts to the reasouurces. The Onslow County Land Use Plan classifies the upland areas of this project as developed. The waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has designated this area of Turkey Creek as a Primary Nursery Area, and the waters adjacent to the proposed project are closed to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to install a community boat ramp measuring approximately 12' in width and a total of 146' in length, approximately 89' of ramp would be located above NHW and remaining 57' would be waterward of NHW. The water depth would be approximately -3' @ NLW at the end of the boat ramp. The proposed ramp would be located on the northeastern side of the property and would be crossing coastal wetlands to access the water. This location would have the least impacts to coastal wetlands. The applicant will need to grade the areas from approximately 6' waterward of NHW to the highground portion of the ramp. This excavation would also require the removal of approximately 129 ft.2 of coastal wetlands and approximately 773 ft.2 of other wetlands. The excavation would be to achieve adequate slope for the approach. There is a proposed turn around area and parking area located approximately 85' landward of NHW. The turn-around would measure approximately 80' in diameter and the proposed parking area would measure approximately 35' in width and 150' in length, and would be constructed of gravel. The excavated material would be placed in the parking area and would be contained by a silt fence. The applicant is also proposing to construct a 10-slips docking facility. The proposed dock would be located approximately 12' waterward of the edge of marsh, it would run parallel to the shoreline, and it would measure 6' in width by 327' in length. The dock would be access via a pier measuring approximately 6' in width and 99' in length. Approximately 23' of the access pier would be used as a temporary launching area. There is a gazebo and viewing area proposed on the southern portion of the property. The gazebo would measure approximately 10' in width by 20' in length over highground with a walkway measuring 4' in width by 134' in length and connecting to a 10' x 26' uncovered observation deck located landward of the coastal Topsail Bluff Page Three wetlands. Approximately 200 ft.2 of the deck would be located in the 30' buffer and all 260 ft.2 would be located in §404 wetlands as per the site plan. In addition to the proposed boat ramp and docking facility the applicant has submitted a preliminary subdivision plan. The agent has stated that this is for informational purposes only and no final approvals have been made on the local, state or federal levels. The applicant wanted to provide this information for illustrative purposes and to show what the potential development may result. 10. ANTICIPATED IMPACTS The proposed boat ramp would fill approximately 684 ft.2 of Shallow Bottom. The proposed approach/ramp would result in the excavation of approximately 406 ft.2 of coastal wetlands and approximately 387 ft.2 of §404 wetlands. The proposed pier and docking facility would incorporate approximately 6,120 ft.2 of Public Trust Area and the proposed approach and vehicle parking and storage area would disturb approximately 12,052 ft.' of highground. The proposed Gazebo and observation deck would disturb approximately 1000 ft.2 of highground area and approximately 200 ft.' of the uncovered observation deck would be located in the 30' buffer area and would shade approximately 260 ft.2 of §404 wetlands. Alderman-Shaw Company has owned the property since March 1994 as indicated by Deed Book 1173, Page 866 of the Onslow County Registry. Since 1994, Alderman-Shaw has treated the property within the guidelines of forestry management, as this is the focus of the Alderman-Shaw Company. Alderman-Shaw Company's long term planning includes a proposed community known as Topsail Bluff, plan enclosed. It should be understood, this plan has not been approved by the local planning jurisdiction or received any of the required development permits. This design has only been created to visualize a possible development density. Alderman-Shaw fully understands any proposed lot adjoining Turkey Creek would have the right to apply for any CAMA permits and the State of North Carolina would determine permitting of the individual lot's application based on the structures within Turkey Creek at the time of the application. This application is for the present day necessities of Alderman-Shaw Company. Alderman-Shaw is proposing boat ramp with boat and trailer storage, ten boat slips, gazebo, wood walk and observation dock. These items will allow Alderman-Shaw to enjoy the property today.
