We met with Danielle Hunter (ORC), Juanita James (Backup ORC), and Craig Galloway (Grounds Manager) for the inspection. The plant appeared to be functioning okay (the effluent looked fairly clear), although there were high blankets in the clarifiers and some pin floc coming over the weirs. The two items of greatest concern at this facility are the tertiary filters and the effluent sampling. The backwash operations are non-functional for both filters. This results in much of the wastewater simply bypassing the filters. The composite sampling is not flow proportional as required by the permit. The effluent composite sampling point is currently in the chlorine contact chamber. According to the permit, the effluent sampling needs to take place beyond all treatment units.
