Project Site consists of wooded areas and single family residences with maintained lawns. Typical on-site
vegetation includes red maple, sweetgum, southern magnolia, loblolly pine, willowoak, chinese privet, japanese
honeysuckle, english ivy, and sawtooth blackberry. There is also commercial/retail development and a new light
rail system along N. Tryon Street near the project area.

4f. Explain the purpose of the proposed project:*
This project is necessary to provide a direct connection from the Hidden Valley neighborhood to N. Tryon St.
There is a large residential community that is in need of additional signalized intersections with surrounding major
streets to promote the safety of drivers and pedestrians. This will help alleviate traffic congestion at Arrowhead
Drive, and provide a left turn from the neighborhood onto a now highly trafficked N. Tryon Street, which is split by
the light rail.
4g. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The project proposes to install a 7' by 4' box culvert, buried 0.75 foot, with a 5' wide baffle. The proposed impacts
to WOTUS include 282 linear feet of stream channel. The impacts include 119 If of pipe (impacting 126 If of
stream), 80 If of constructed riffle at the culvert outlet, and 70 If of constructed riffle upstream. Banks are to be
stabilized with matting and permanent riparian seed mix. Approximately 8 If of rip rap bank stabilization will be
constructed at the culvert inlet and outlet to provide headwall scour protection. In order to construct the road, 0.36
acres of wetland AA will be filled, resulting in a permanent impact. During construction, there will be temporary
impacts to 0.04 acres of wetland AA at the edge of the fill slope for the road. This are will be restored to pre-
construction conditions upon project completion. Areas of channel grading will not result in a loss of stream and
will be stabilized with native vegetation.

1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:*
The selected alignment for the road extension is the most direct and efficient route from N. Tryon St to Elgywood
Lane. In order to align the road with the existing Orr Road and Elgywood Lane and to avoid the home at 229
Austin Drive, this was the only alignment that makes sense. To minimize impacts, the road fill slopes have been
increased to the mabmum allowable slope and the standard planting strip between the road curb and sidewalk has
been removed to minimize intrusion into wetlands.The road has also been aligned to avoid a small finger of the
wetland that projects up a small valley towards Dawn Circle. Additionally, the culvert most closely follows the
existing stream alignment and stream does not have to be relocated at either inlet or outlet to accommodate
culvert placement. Baffles within culvert narrowthe opening for base flowto 2' wide from 7' wide, which mimics the
exsting stream width. Proposed culvert is only buried 0.75 feet. The project was originally designed and approved
as a 6' wide box buried 1' with no baffles. However, the addition of the baffles for maintaining lowfloweffectively
decreases the capacity of the box. In order to meet City design standards, formulated out of a need to maintain
public safety, the size of the box had to be wider to accommodate the same flow capacity as the previous design. If
the box was buried the full 1 foot, the box would have to be wider than the proposed 7 feet. The burial of 0.75 feet
was a compromise to attempt to most closely meet all permit conditions.

Proper sediment and erosion control measures will be used at all times throughout the course of construction.
Work will be conducted in the dry. All disturbed areas will be stabilized with temporary and permanent seeding as
soon as possible upon completion of work.

On November 17, 2014, Carolina Wetland Services forwarded a letter to the NCNHP on behalf of the City of
Charlotte to determine the presence of any federally-listed, candidate endangered, threatened species or critical

are no element occurrences within 1 mile of the project area.

On November 17, 2014 a letter was forwarded to the NC SHPO by Carolina Wetland Services on behalf of the City
of Charlotte to determine the presence of any areas of archaeological, historical or architectural significance that
may be affected by the project. The SHPO online GIS service and Charlotte-Mecklenburg Historic Landmarks
Commission was also consulted. No sites of significance were found within 1 mile of the project area.
