Inspection Summary:
A compliance inspection of the Brandywine Bay WWTF was conducted on 08-14-2018. The facility was compliant with
permit WQ0007569, but the following observations were made and need to be addressed:
1. Generator was automatically activated when power was interrupted, but it shut down after 5 mintutes of run time. Operator
emailed a copy of the alarm sheet pulled from the Mission Unit website on 08-16-18 showing the run time of 26 minutes
while testing it after repairs were completed.
2. Visible alarm at the influent pump station was not operational. Operator emailed picture on 08-16-18 of the visual alarm
after the light was replaced.
3. The weirs in the clarifiers from the 100,000GPD dual train had a build up of solids and algae.
4. The permit expired on 1-31-2017 and a renewal application has not been submitted and accepted.
Staff indicated that there are plans to construct a new plant and high -rate infiltration basins at the current site. This plan
includes adding flow from Hestron Park WWTF and taking it off line.

Comment: New slide rails were installed for both pumps in the influent pump station. The station is equipped
with the Missions telemetry system which alerted the operators of the high water alarm when
float was pulled. Visible alarm at the station was not operational. Operator emailed picture on

Comment: The facility consists a 100,000GPD and a 50,000GPD dual train package plants. Neither train
has grit removal systems. This year, grit was removed from the bottom of half of the aeration
basins which improved the operation of the plant. A settleometer test or the use of a TSS
Dortable meter is used for Drocess control when needed.

Comment: The facilitv installed two Fluidvne Dlate cloth filters in 2014. Thev are set to automaticall
backwash every 4 hours or sooner if the high level float alarm is trigger. Staff expressed
concerns about the frequency of solids that slip through the filters due to the clamp system that
secures the cloth filters. The solids settle out in the chlorine contact chamber which has to be
periodically pumped out. Solids were being pumped out of the chamber during the inspection by
Barnes Environmental Waste. Staff is waiting on replacement parts for the filters that are
suppose to help alleviate the problem.

Comment: The turbiditv meter was calibrated on 5-1-18 by Clean Water Inc. Flow is diverted to the unlined
5 -day upset pond manually when an upset occurs. The effluent storage/infiltration pond had a 2.2
ft freeboard. The vegetation surrounding the pond is maintained approximately every 3 to 4
months. A weir and flow meter has been installed in a manhole along the pipe that leads by
gravity to the storage pond at the golf course to track amount of reclaim water irrigated.
