I as engineer for The Town of Franklin with input from our consultant, McGill Associates, have
evaluated the concerns of accepting wastewater generated at the town's water treatment plant
(WTP) to the town's wastewater treatment plant (WWTP). This option has been evaluated as an
alternative for the NPDES permit. The Town of Franklin WWTP has a design capacity of 1.65
MGD.Like many towns we continue to have challenges with our sewer collection system to reduce
inflow and infiltration (I/I) into the system. These higher flows during or immediately following,
rainfall events presents challenges to the town. If the wastewater generated form the WTP was
treated at the WWTP it would create a never-ending financial burden on the Town.
The section of the town's wastewater collection system located relatively close to the WTP is
undersized and inadequate to accept the amount of flow projected from the WTP. Major
improvements will be required to the sewer collection system to accept flow from the WTP.
With the limited capacity of the town's WWTP and the undersized wastewater collection system
near the WTP the Town of Franklin will not accept the wastewater generated from the water
treatment plant at the town's WWTP. Acceptance of this flow will require a major investment of
capital funds to make improvements to the town's wastewater collection and treatment system and
will result in increased annual operational cost to the town.
