Sent: Friday, August 17, 2018 11:15 AM To: Homewood, Sue Subject: RE: Triangle Tyre, Edgecombe County Sue, After the subsequent communications and meetings regarding Triangle Tyre, I have reviewed the draft permit you provided and have determined that NCWRC does not object to the 400 -acre Project Diamond portion of the project area or the direct wetland and stream impacts associated with the industrial park. We would like to see greater than a 1:1 ratio for the wetland and stream impacts that provide wildlife habitat near Walnut Creek and Walnut Creek Branch, if at all possible. We also recommend the applicant and Edgecombe County strongly consider the importance of buffers in this area as development proceeds. Increased buffer widths would filter sediments from runoff, minimize erosion rates, and likely stabilize runoff rates from storm events. The existing wooded areas provide adequate buffers with minimal to no action required by the property owner, especially on Pad C where wooded vegetation and several jurisdictional features are present. As always, culverts installed within the system should be appropriately sized to handle storm events and installed so that the culvert is never perched and aquatic passage is possible during low flow events. I have just started drafting the approval for this project when I realized I hadn't checked back in with you to see if you have any new/final comments or permit conditions you'd like incorporated into the approval letter. Or if you still have significant issues that we should talk about before I move forward on the project. My understanding is that they submitted additional information to USFWS but I don't know exactly what. I have a copy of the response they sent to the USACE that includes an aquatic species report. It's too big to email but you can find it on Laserfische it's dated .................................................., 7/10/18 because its attached to a response they just sent me on some other stuff and the report is at the very end of the 122 page document.
