Parkway to east of SR 2138 (McCoy Road) and SR 2138 (McCoy Road) from SR 2136 to south of
Kincey Avenue in Mecklenburg County, Federal Aid Project No. To Be Determined, State Project No. To
Be Determined, TIP Unknown at this time.
Reference your correspondence dated June 8, 2018 in which you requested comments for the referenced project.
Preliminary analysis of the project reveals the potential for multiple impacts to streams and jurisdictional wetlands
in the project area. More specifically, impacts to:

Further investigations at a higher resolution should be undertaken to verify the presence of other streams and/or
jurisdictional wetlands in the area. In the event that any jurisdictional areas are identified, 404/401 permitting may
be required. Funding sources could determine design criteria and permitting track. Depending on funding sources
the project could be a Merger Candidate. Surface water impacts beyond a certain threshold could require an
Individual Permit instead of a General Certification. Amount of impacts to surface waters and wetlands will also
determine if mitigation will be required and this should be resolved before PCN submittal.

Certification requires that appropriate measures be instituted to ensure that water quality standards are met and
