I have attached plans showing a proposed change in the construction sequence of a
culvert installation on project U-2525C. The change involves installing a temporary
diversion in a jurisdictional stream that is permitted to be filled by the conclusion of the
project. The reason for the proposed diversion is due to the assertion that the proximity
of the bend in the stream is so close to the work area necessary for the culvert
installation that the contractors feel they may impact the live stream during
installation. By installing the diversion, the amount of work area will increase and the
potential for impacting the live stream should decrease. The proposed work will not
create any additional stream, buffer or wetland impacts and all work will be within the
proposed project limits. Best Management Practices will be utilized throughout the
construction and implementation of the diversion. This email is to inform you of the
proposed action, provide you an opportunity to comment and to include this action in
your record keeping. Please let me know if you have any questions or concerns.

1. INSTALL PROPOSED EROSION CONTROL MEASURES
2. INSTALL STILLING BASIN FOR PUMPED EFFLUENT (MIN. VOLUME 150 CY).
3. CONSTRUCT IMPERVIOUS DIKES AND INSTALL TEMPORARY CHANNEL CHANGES
WITH LINER (SEE DETAILS).
4. CONSTRUCT PROPOSED CULVERT AND CHANNEL IMPROVEMENTS.
5. REMOVE IMPERVIOUS DIKES, TEMPORARY CHANNEL CHANGES WITH LINER,
AND STILLING BASIN AND DIVERT FLOW INTO PROPOSED CULVERT.
