WHICH PROVIDES ENGINEERING, ARCHITECTURE, PLANNING, SURVEYING & LANDSCAPE ARCHITECTURE THROUGHOUT THE MID -ATLANTIC REGION August 2, 2018 C:) (J l p/ 3 G' NCDWQ, WBSCP Unit 1650 Mail Service Center Raleigh, NC 27699-1650 Raleigh Regulatory Field Office USAGE 1 ® 3331 Heritage Trade Drive — Suite 105 Wake Forest, NC 27587 Re: Pre -Construction Notification (PCN) McGee's Crossroads Sewer Upgrade Phase 2B (CS370560-16) Johnston County, North Carolina Dear Sir or Madam: » J AUG 15 2018 Please find enclosed the PCN and supplemental information for Nationwide Permit 12, the corresponding NC DWR General Certification 4086, and the Neuse River Riparian Buffer Authorization for the above referenced project. The proposed project consists of the construction of 8,239 LF of 27" gravity sewer line that will connect to the proposed Middle Creek Regional Pump Station (permitted as a separate project). Johnston County has experienced dramatic increase in residential and commercial growth especially in areas within the County's sewer service area. Current flow within the existing force main serving the McGee's Crossroads sewer area is close to exceeding the maximum allowable pressure. This project is required to provide additional capacity, relieve the flow on an existing force main, and construct a regional pump station (as a separate project) to meet current and future sewer demands. The above reference phase proposes a gravity sewer main parallel to Middle Creek to the proposed regional pump station. Construction of this sewer main will replace two pump stations and ultimately a third pump station at full build -out Since this a new sewer main, there will be no existing flow that will require bypass during the construction of the project. Please note that proposed wetland impacts are associated with temporary clearing for the construction of the sewer main and permanent clearing for the maintenance corridor. In order to minimize wetland impacts, the County reduced the permanent maintenance corridor width to 14' in all wetland areas. Additionally wetlands will be restored to the original grade after installation. The County performed a geotechnical study to determine bedrock depth along the proposed sewer corridor. Based on the geotechnical results, the depth of the rock in addition to limited access points made bore and jack installation in the wetlands and across the streams unfeasible. The stream crossings for the utility line were designed to be perpendicular to minimize stream and buffer impacts. No permanent fill is proposed in the streams. The stream bed and bank will be restored to original grade following installation. Furthermore, all work will be performed in the dry using standard NCDOT pump around methods. 5605 Chapel Hill Road, Suite 112, Raleigh, NC 27607 (984) 200-2103 www.mragta.com Abingdon, MD ♦ Baltimore, MD ♦ Laurel, MD + Towson, MD ♦ Georgetown, DE ♦ New Castle, DE ♦ Sterling, VA ♦ Raleigh, NC (410) 515-9000 (410) 935-5050 (410) 792-9792 (410) 821.1690 (302) 855-5734 (302) 326-2200 (703) 674-0161 (984) 200-2103 McGee's Crossroads Sewer Upgrade Phase 2B (CS370560-16) Johnston County, NC Page 2 of 2 Please let me know if you need additional information.
