Existing site is mostly cutover timberland except mature hardwoods adjacent to streams, some young successional growth pine areas.
Adjacent land is either residential or forest land. Only 84 acres of the 116 acres is being developed. soils on the western side unsuitable for septic.

Note that a 21' long pipe exists at the proposed road location and that amount is not included in the new proposed impacts requested. The pipe will
be replaced with a new pipe. The existing pipe is installed such that there is no aquatic life passage because it is "perched". To avoid inadvertently
draining the wetland upstream of the crossing, the agencies have agreed that they prefer that the new pipe be installed in a fashion that will not allow
aquatic life passage rather than using the "normal" design criteria for culvert installations at a road crossing.

D. Impact Justification and Mitigation
1. Avoidance and Minimization

The engineer has designed the road utilizing an existing crossing location. There is only one impact for a road crossing to access high ground on the
entire project. Because a second pipe has been utilized, the road can be installed at a lower elevation which allows for less fill for the road bed
and there fore less stream and wetland impact.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The engineer has designed the road so that the wetland upstream will not be drained and the channel downstream will not be destabilized.
The rip rap aprons are sized for the 25 -yr storm as opposed to the 10 -yr storm which is typically used. So, they're upsized somewhat based on the
increased flow. The sizing calculations provide assurance that the stones will not dislodged. The sizes shown on the plans include additional width so
that rip rap extends up the slopes. The calculated flow depths should be below this elevation.

We have reviewed the "Draft Internal Policy, Cumulative impacts and the 401 Water Quality Certification and Isolated Wetlands Programs' document
prepared by the NC Division of Water Quality on April 10, 2004, version 2.1. The draft states that many private developments are unlikely to cause
cumulative impacts, including projects such as urban in-fill, most residential subdivisions and small commercial developments as well as agricultural
and silvicultural operations. Woodland Park is a residential subdivision.

We have reviewed the revised preliminary plat package submitted for Woodland Park Subdivision in
accordance with the Franklin County Stormwater Ordinance and NCDEQ regulations for stormwater
development in the Tar -Pamlico River Basin, and offer the following comments.
1. Stormwater calculations submitted show that the overall impervious area is less than 15%, thus the
project is exempt from peak flow attenuation per Section 4.4.B of the Stormwater Ordinance.
2. Similarly, nutrient loading calculations show that the project does not exceed the allowable
thresholds for nutrient management. The project meets the requirements for nutrient loading per
Section 4.5 of the Stormwater Ordinance.
3. The Applicant is to note that the following items are required prior to Final Plat approval:
a. If the subdivision is to be constructed in phases, an overall phasing plan should be
provided with the Final Plat submittal. In addition, nutrient calculations will be required
to demonstrate how the site will remain in compliance at final build -out of the proposed
phase.
b. Provide drainage easements to convey stormwater from the proposed streets to the existing
stream and riparian buffers (ie, north end of Road C, etc).
c. NCDEQ Erosion and Sedimentation Control permit.
