The permit authorizes the City of Charlotte to begin operating a 0.050 MGD dewatering and groundwater remediation system that includes the following components; • groundwater trenching project • a weir / equalization tank (as needed) • a holding / settling tank • two (2) bag filters in parallel for sediment to remove sediment • an air stripper with four (4) trays, a rate 50 gpm, air max @350 cfm; Carbonair STAT 80 or equivalent • two (2) bags filters in parallel following the air stripper • transfer pumps and appurtenances • discharge outfalls to stormwater drains The Mowing chanes have been made for the final permit: • The 15A NCAC 02B standard for Trichloroethylene is 30 gg/l. The limit of 3 µg/1 was a type -0. The monthly average and daily maximum limit has been corrected to the water quality standard. In accordance with 15A NCAC 08G .0302, the facility has been classified as a Grade I Physical Chemical Water Pollution Control System. Additional VOCs have been added for the final permit with monthly effluent monitoring. These parameters were detected in groundwater data submitted with the application. Therefore, monitoring and limitation is required as follows [see Part I, Section A. Electronic Reporting: Effective December 21, 2016, federal regulations require electronic submittal of all discharge monitoring reports (DMRs) and specify that, if a state does not establish a system to receive such submittals, then permittees must submit DMRs electronically to the Environmental Protection Agency (EPA). The final NPDES Electronic Reporting Rule was adopted and became effective on December 21, 2015. The requirement to begin reporting discharge monitoring data electronically using the NC DWR's Electronic Discharge Monitoring Report (eDMR) internet application has been added the this NPDES permit. [See Special Condition A. (3.)] Permit Parameters of Concern: Flow (MGD) — Flow is limited as the design flow of 0.050 MGD. Total Susvended Solids t TSSf — TSS limits of 30 mg/L Monthly Average and 45 mg/L Daily Maximum [per 40 CFR 133.102] are deemed general indicators of effluent quality for these facilities, and are hereby recommended as a minimum for effluent management. US EPA requires both a Monthly Average and a Daily Maximum for all parameters limited [40 CFR 122.45 (d.)]. Turbidity — Groundwater facilities have potential to discharge turbid effluents. Considering that North Carolina has established standards for Turbidity in accord with receiving -stream classification, monitoring and permit limits are deemed appropriate to evaluate effluent compliance for freshwater [NCAC 02B. 0211(21). Turbidity monitoring was added along with the Footnote 3 as follows: Effluent turbidity shall not cause receiving -stream turbidity to exceed 50 NTU. If background turbidity naturally exceeds 50 NTU, the effluent shall not cause background turbidity to increase. Any discharge exceeding this permit limit will require sufficient instream sampling (upstream and/or downstream) to verify compliance (effluent vs. background). [NCAC 02B. 0211(21)] Since this facility discharges to a zero -flow unnamed tributary there is no credit for dilution and the 50 NTU standard applies at the point of discharge. Fact Sheet NPDES Permit NC0089729 Page 2 PH — The accordance with 15A NCAC 02B .0211 (14), .0218 and .0219, shall be normal for the waters in the area, which range between 6.0 and 9.0. Oil & Grease,(O&G) — [EPA Method 1664 SGT -HEM] O&G monitoring is added as monitoring only. Volatile Organic Compounds (VOCs)-- EPA Test method 8260B (Volatile Organic Compounds by GC/MS) was used to analyze groundwater. Since Little Sugar Creek is currently classified as C waters both fresh water aquatic (FW) and human health (HH) standards apply for these VOC parameters. The most stringent standard will be used for the permit limit. Since the facility discharges to an unnamed tributary to Little Sugar Creek with zero flow conditions the water quality standards apply without dilution. The applicable standard applies at the point of discharge at Outfall 001 and is given as both the daily maximum and monthly average limit in the permit [see permit Part I, Section A. (1.)]. Analysis for VOCs/Semi-VOCs serve to identify a comprehensive list of potential contaminants at new facilities, or to identify parameters of concern (POCs) during GW -REM site assessment. Additional annual monitoring for VOCs and Semi-VOC is added with the following methods: Organics, Total Purgeables (VOCs) (EPA Method 624) and Base Neutrals & Acids (Semi -VOCs) (EPA Method 625)*. Footnote 8 is added to provide instructions for electronic reporting for EPA Methods 624/625 as follows: Fact Sheet NPDES Permit NCO089729 Page 3 8. For the eDMR application system, any detections shall be reported by entering "1" [Yes (I) =1] and no detection shall be reported by entering "0" [NO (N) = 0]. Any detections for Total Purgeables Organics (EPA Method 624) or Base Neutrals & Acids (EPA Method 625) shall be noted in the comments section by noting the compound detected and reported concentration. Laboratory reports shall be keep on file in accordance with records retention requirements found in Part H, Section D. 6. *Note: Semi -VOCs monitoring with EPA Method 625 is added because more data is needed. Total Copper and Hardness — Outfall 001 discharges to an unnamed tributary to Little Sugar Creek [11- 137-8], which is currently listed as impaired for Copper in the 2016 Integrated Report 305(b) [see attached]. Quarterly monitoring for Total Copper and Hardness have been added to the effluent page for this permit to establish a database. The stream impairment was based on previous water quality standards (WQS); therefore, limits will not apply at this time. New WQS have been approved for that are based on implementation of dissolved metals Criteria. The NC 2007-2014 Water WQS Triennial Review was approved by the NC Environmental Management Committee (EMC) on November 13, 2014. The US EPA subsequently approved the WQS revisions on April 6, 2016 with some exceptions. Implementation of instream dissolved metals Criteria will apply to metals data upon the next renewal. Effluent hardness sampling and instream hardness sampling, upstream of the discharge, is being inserted into all permits with facilities monitoring for hardness -dependent metals to build a more robust hardness dataset. This permit only requires effluent hardness samples because of the zero flow conditions of the unnamed tributary to Little Sugar Creek. A Total Hardness default value of 25 mg/L is applied for streams with zero flow conditions. WET Testing — Chronic Whole Effluent Toxicity (WET) testing (Ceriodaphnia dubia) 7 -day chronic pass/fail test, permit limit, at 90% in March, June, September and December. See condition A. (3.). Chronic WET testing is applied due the complex waste stream from groundwater remediation. Designated Use Definitions (1) Aquatic Life standards protect both fresh and saltwater aquatic organisms to promote biological integrity. See 15A NCAC 02B.0211 and .0220. (2) Trout Fish Consumption standards are based on consumption offish (including shellfish) tissue. These standards are commonly referred to as "Human Health" standards. 15A NCAC 028.0208. Secondary Recreation standards apply to activities in surface waters that result in incidental body contact. See 15A NCAC 026.0211 and .0220. Swamp Waters have low velocities and other natural characteristics which are different from adjacent streams. See 15A NCAC 0213.0101. Water Supply standards are applicable to all Water Supply Classifications (WS I-V) and are based on consumption offish and water. See 15A NCAC 0213 .0208, .0212, 14, .0215, .0216, and .0218. (7) High Quality Waters area subset of waters with quality higher than the standards and are described in 15A NCAC 02B .0101 and .0224. (8) Primary Recreation standards apply to activities in surface waters that result in full-body contact. See 15A NCAC 02B .0219 and .0222. (9) Shellfish Area standards apply to surface waters that are used for shellfishing for market purposes. See 15A NCAC 0213.0221. (10) Carcinogens are listed in 15A NCAC 02B.0208 and relate to Human Health water quality standards which include fish consumption and water supply. All standards in this table that are designated as carcinogens were calculated from oral cancer slope values obtained through EPA's Integrated Risk Information System (IRIS). (11) Acute & chronic values for all metals on the NC 02B Standards table are based on the following language in 15A NCAC 02B .0211:Acute = "Compliance with acute instream metals standards shall only be evaluated using on average of two or more samples collected with one hour."
