SR R171'.%R1" May 21, 2009 Mr. Steve Lund 090660 USACE, Asheville Field Office 151 Patton Avenue, Room 208 Asheville, NC 28801-5006 SUBJECT: Pipe Replacement on SR-1307 (Leatherman Road), Lincoln Count Dear Mr. Lund: The North Carolina Department of Transportation requests authorization to replace an existing pipe on SR-1207 (Leatherman Road) in Lincoln County. NCDOT proposes to replace a deteriorating 80-foot long, 30" CMP kith an 88-foot long, 36" RCP. The new pipe will be a longer pipe and will be placed on a skew to better align with the downstream channel and move the outlet away from the existing high eroded bank. Approximateh 30 feet of channel will be filled and the eroding bank sloped to the existing contours. Twentv feet of stream channel will be reconstructed based upon upstream and downstream channel dimensions. The streambanks of the reconstructed section will be stabilized using coir fiber mattim_. The existing pipe and new, pipe is oil -3.5% slope: therefore. the pipe will be placed on grade to prevent stream destabilization. Five feet of Class B riprap gill be used at the pipe inlet and outlet for structure stabilization. A temporary cofferdam pumping system will be used to divert the stream around the construction site as needed. Areas affected by temporary cofferdam system will be restored back to pre-project conditions. Due to the existing site conditions, NCDOT requests a waiver from the Regional Conditions 2(b) (e) permit depth specification for the construction of this project. The total scope of the work will result in 20 feet of permanent impacts to an unnamed tributary to Ho"ard's Creek, which is classified as Class C Waters by the Division of Water Qualitv. This office has conducted a GIS and field survey for threatened and endangered species in the vicinity of the project. Natural Heritage Program records document the nearest Michaux's sumac location approximately 28 miles southeast (in Mecklenburg County) of the proposed project area. "['here are no known sites of Michanx'S sumac in Lincoln Count),. The sumac is typically found in sand}' or rocky, open woods and appears to survive best in areas with some disturbance, such as artificially or naturally maintained clearings. There is little potential habitat within the proposed project area, and no species were observed during the site visit. No impact on the species is anticipated. National Heritage Program records document the nearest Dwarf [lowered heartleaf location approximately 2.4 miles northwest of the proposed project area. "File heartleaf is usually found on dry to moist ravine slopes (usually north facing and of the oak-hickory-pine forest type) and in boggy areas near springheads. There is no suitable habitat within the proposed project area and no species were observed. NCDOT is recommending a finding of ..no effect" for T&E species. i Post Officc Box 47 Shelby. Enclosed is the hazardous spill basin checklist. No sites listed on the National Register of Historic Places arc located in the vicinity of the project nor did there appear to be any eligible structures. NCDOT is recommending a finding of "110 effect" for historic sites. There will be no effect on any historical structures.
