PROJECT SUMMARY: The North Carolina Wildlife Resource Commission is proposing to fill the existing basin and construct a new boat ramp facility on the property. Additionallly the applicant is proposing to dredge a channel leading to and from the new boat ramp. NCWRC Federal Point Boating Access Area Field Investigation Report Page 2 Project Setting The project site is located at the end of Fort Fisher Boulevard (US 421), at the southern end of Pleasure Island, adjacent to the existing boat basin at Buzzard's Bay in New Hanover County. To locate the project site from South College Road (NC Highway 132) and Carolina Beach Road (NC Highway 421), travel south on Carolina Beach Road to the Carolina Beach High Rise Bridge. Cross the AIWW towards the Town of Carolina Beach. At the second stop light turn right onto Dow Road. Follow Dow Road to Kure Beach and at the stop sign turn right onto Fort Fisher Boulevard. Continue on Fort Fisher Boulevard (US 421) approximately 3.7 miles to the end of the pavement. The project site is the existing public boating access area located at the end of the road. The project site is located within a 4.80 acre tract owned by the US Department of Army. The project site is located on tract a of land leased to the NCWRC and currently operates as a public boat ramp and access facility. The applicant describes the areas located within the lease boundary on Sheet C-1. A portion of the existing public access area is located outside of the lease boundary. The applicant has designated the project boundary to include all development areas located within and outside of the lease boundary. The property has approximately 1,180 linear feet of shoreline frontage along Buzzard's Bay. The project site has an average elevation of approximately 4 feet above Normal High Water (NHW). The basin was created during World War II, most likely in conjunction with local military activity and has been utilized for several decades as a public access area. The site is heavy used by commercial fisherman, recreational fisherman and water sports enthusiasts. The site has minimal highground vegetation consisting primarily of domestic grasses and a small shrub thicket. The shoreline along the property to the east and west of the parking area and boat basin is vegetated with Coastal Wetlands. Coastal Wetlands species located on the project site include sparse Spike Grass (Distichlis spicata), Saltwort (Salicorina spp.), Smooth Cordgrass (Spartina alternaflora), Sea oxeye (Borrichia frutescens) and Salt Meadow Hay (Spartina patens). A sandy beach, exposed at periods of low tide and approximately 50-100 feet wide, is located to the west of the basin. Existing structures on the property include gravel drive isles, gravel vehicle and trailer parking, two concrete boat launch areas, a breakwater wall, bulkhead, and a fixed dock. The shoreline of the existing boat basin has been stabilized with bulkhead and a rock revetment stabilizes the east side of the basin. The rock revetment continues south along the shoreline and turns to the east stabilizing the south end of the parking area. A 228 square feet pocket of Smooth Cordgrass has been delineated within the rock revetment along the east shore of the basin. A manmade channel extends approximately 250 feet to the south of the basin. Maintenance excavation has been conducted to a depth of --4 feet, most recently authorized under CAMA General Permit #44984, issued on 6/5/2007. No existing drinking water or wastewater facilities are available on the project site. No existing stormwater management practices-exist on the project site and the majority of the stormwater runoff drains via sheet flow to the existing waterbodies. The project site has approximately 180 feet of perimeter bulkhead in the boat basin. The existing wooden bulkhead is deteriorated and sediment has begun to naturally migrate and fill the basin. An additional section of deteriorating bulkhead is located on the southwest boundary of the gravel parking area. The rock revetment that stabilizes the remaining shoreline has settled and has been spread along the shoreline by tidal and wind energy. An identifiable erosion escarpment is present along the southern tip of the parking area where the rock revetment extends approximately 20-30 waterward of the Normal Water Level (NWL). The boat launch provides access for two (2) NCWRC Federal Point Boating Access Area Field Investigation Report Page 3 vehicles, is approximately 15 feet wide and extends approximately 30 feet below Normal High Water (NHW). The applicant states water depths within the center of the boat basin are approximately -4.0 feet Normal Low Water (NLW), this is most likely a result of scouring that has occurred by power loading of boats. The boat ramps are separated by a fixed dock measuring approximately 4 feet wide by 40 feet long. The highground gravel parking area is approximately 400 feet in length by 100 feet wide. Existing impervious coverage within the project boundary is 56%. Adjacent riparian properties include the US Department of Army Fort Buchanan Historic Battlegrounds and the Sunny Point Military Buffer. The Wilmington-New Hanover County LUP classifies the upland areas of the project site as Conservation and the wetland areas as Watershed Resource Protection Area. The waters of the Buzzard's Bay are classified as SA by the NC Division of Water Quality (DWQ). The NC Division of Marine Fisheries (DMF) has not designated this area of Buzzard's Bay and the boat basin as Primary Nursery Area and the waters adjacent to the proposed project, and approximately 150 waterward of the basin are closed to the harvesting of shellfish. The areas immediately adjacent to the boat basin are closed however all other waters of Buzzard's Bay are open to the harvesting of shellfish Development Proposal The North Carolina Wildlife Resource Commission is proposing to fill the existing basin and construct a new boat ramp facility on the property. Additionally the applicant is proposing to dredge a channel leading to and from the new boat ramp. Redevelopment would include the construction of a new boat ramp facility with two (2) launches, access pier, retaining wall, bulkhead, sill/rock revetment, parking area and turn around. The proposed redevelopment of the boat basin area would be located within the project boundary, and a small portion would be located outside the lease boundary. The State Property Office has authorized the development that will be located outside of the lease boundary (see appendix E). The applicant is proposing to disturb approximately 1.8 acres within the project boundary. The applicant proposes to fill approximately 12,000 square feet within the existing boat basin and construct a new boat ramp area along the southern side of the project site. The new boat ramps would require additional excavation below NHW (approximately 1,500 cubic yards) for the construction of the ramps and the relocation of the existing access channel. The proposed boat basin area adjacent to the new ramps would extend to the west, measure approximately 75 feet wide by 100 feet long, and would make a 90 degree turn to the south. The new channel would extend approximately 200 feet to the south and measure 30 feet in width where it would meet the existing channel. The applicant is proposing to excavate material to a depth of -4 feet NLW in the areas adjacent to the ramps and within the access channel. The proposed boat ramp would provide two launch ramps stabilized on the northern and southern sides by free standing bulkheads to prevent shoaling within the launch area. The free standing bulkhead along the north side of the ramps would be approximately 95 feet long and approximately 143 feet long on the south side. The proposed boat ramps would measure approximately 16 feet in width and would extend approximately 56 feet below NHW. The proposed new boat ramps, located above NLW, would consist of a cast-in-place concrete slab and a cast-on-site concrete push slab for the portion of the ramp below NLW. A ground-out floating dock separating the ramps would measure approximately 8 feet wide by 60 feet long. Two six feet wide fixed docks adjacent to the free standing bulkheads would provide additional staging area for boaters. The fixed dock to the north would measure approximately 85 feet and length and NCWRC Federal Point Boating Access Area Field Investigation Report Page 4 approximately 136 feet in length on the south side. The applicant is also proposing new excavation in the location of the new boat ramps that would provide a staging area and connect to the existing access channel. The filling of the existing basin would provide additional upland area to improve parking and drive aisle conditions. The parking areas would be constructed of concrete with a wooden observation deck on the east side and a wooden access ramp from the parking area for canoes, kayaks, etc, on the west side. Improvements to the west of the existing basin would include alteration of the shoreline by filling the sandy beach area and grading to provide a more contiguous shoreline adjacent to the parking area. Fill for the basin and parking improvements would be obtained from onsite spoil material and any additional material would be obtained from the NCDOT Ferry Division spoil disposal site adjacent to the Fort Fisher -Southport Ferry terminal. The entire parking area would be elevated above NHW with a segmental block retaining wall for stabilization along the perimeter. The existing rock revetment would be removed. The proposed segmental block retaining wall would stabilize an actively eroding shoreline on the southern tip of the project site. The wall would be constructed in conjunction with a riprap sill for wetland enhancement. The proposed sill would be located approximately 50 feet waterward of the proposed block wall and would be approximately 20 feet wide and approximately 200 feet in length, extending from the new boat ramp location along the shoreline to the east. The applicant is proposing to seed the sill with oyster spat and plant approximately 6,690 square feet of low and high marsh species landward of the rock sill. The applicant is also proposing to implement a stormwater management plan where none exist. Stormwater improvements, would include the use of drop inlets, an approximately 4,500 square feet constructed wetland and a vegetated filter. The proposed improvements located within the project boundary on the existing site would result in a 5% reduction of impervious area within the AEC. Anticipated Impacts The North Carolina Wildlife Resource Commission proposal to fill the existing basin, construct a new boat ramp facility on the property and to dredge a channel leading to and from the new boat ramp would result in a total disturbed area of approximately 78,408 square feet. The proposed project would result in the redevelopment of the entire area located within the project boundary. The proposed relocation of the boat launch area and new channel excavation would result in approximately 1,500 cubic yards of material to be removed from below NHW. The excavation would result in approximately 13,625 square feet of shallow bottom disturbance. The proposed modifications to the existing site would alter the location of NHW and impacts have been calculated based on existing site conditions. The filling of the existing basin would result in approximately 11,909 square feet of open water impact. Approximately 6,400 square feet of this open water impact would be for associated highground parking areas. Approximately 5,509 square feet would be graded and filled below the existing NHW contour to provide a sandy beach access area. A 228 square feet pocket of coastal wetlands located within the existing basin would be filled. An additional 103 square feet of coastal wetlands would be filled in association with the turnaround area for the new boat ramps. The proposed fixed and floating docks would incorporate approximately 1,246 square feet of open water. The proposed free standing bulkheads along each ramp would result in 238 linear feet of disturbance. The proposed new boat launch area would result in approximately 2,240 of excavation and concrete fill below NHW. The proposed concrete boat ramps would extend approximately 56 feet below NHW. The applicant proposes to incorporate and fill approximately 4,000 square feet of NCWRC Federal Point Boating Access Area Field Investigation Report Page 5 shallow bottom in conjunction with the rock sill. The removal of the existing rock revetment and the proposed planted marsh landward of the sill would result in the disturbance of approximately 6,690 square feet of shallow bottom. The applicant is proposing to install an approximately 4,500 square feet constructed wetland as part of a stormwater management plan. Submitted by: Holley Snider Date: May 21, 2009 ECE' FEDERAL POINT BOATING ACCESS AREA SITE IMPROVEMENTS APR 0 8 2009 FORT FISHER, NC DCM WILMINGTON, INC Background The Federal Point Boating Access Area is located at the southern end of Pleasure Island in New Hanover County. The site has a total area of approximately five acres and consists of an upland basin, gravel parking area, concrete boat launch, and one fixed dock. Dilapidated timber bulkheads line the upland basin, and a rock revetment currently provides shore protection along the exposed sides of the site facing south and west. The site is bounded by Buzzard's Bay ("The Basin") to the south, Fort Buchanan Historic Battlegrounds to the north, and coastal marsh to the east and west. Access to the site is via the existing US 421 extension. This site is heavily used by residents, tourists, and recreational and commercial fishermen. It is a popular location for swimming, kayaking, canoeing, and windsurfing. Over the years, the condition of the site has gradually deteriorated. The timber bulkheads are failing and in need of replacement. Parking is unstructured with cars parking on both sides of US 421 during times of heavy use. The lack of defined areas for parking and drive aisles often creates confusion and complications in the vicinity of the boat launch area. The majority of the site floods during storms and unusually high tides, and it is not uncommon for day users to return to their automobiles only to find them partially submerged and in need of a tow truck. Project Description This proposed project involves filling the existing boat ramp basin and relocating the boat launch area to the south side of the site. These modifications will then provide additional upland area to improve parking and drive aisle conditions. The entire parking area will be elevated above the high tide elevation with the construction of segmental block walls around the perimeter of the site. A wooden observation deck and kayak/canoe launch area will also be provided. En lieu of the existing marl/rock revetment structure located at the site, a "living shoreline" concept will be implemented to combat further erosion while providing enhanced habitat and water quality benefits. This will consist of a rock sill seeded with oyster spat, and the establishment of low marsh, high marsh and native vegetation areas on the landward side of the sill. This site feature will also provide an opportunity for education and outreach as the planting of coastal wetland vegetation will be carried out by community volunteers. A stormwater collection system will be installed to collect runoff from impervious areas, and a constructed wetland for stormwater treatment will serve to treat stormwater at the site. The constructed wetland will not only improve water quality conditions at the site, but also provide additional educational opportunities for area visitors. The new boat launch will consist of a cast-in-place concrete slab on a clean stone bed and filter fabric above the Mean Low Water level, and a cast-on-site concrete push slab on a clean stone bed and filter fabric below the Mean Low Water level. The new ramps will provide 4 ft. of depth at Mean Low Water. Fixed wooden docks and vinyl sheetpile walls will line either side of the boat launch area. A ground-out floating dock will be provided between the two individual boat ramps that are proposed. Dredging will be required to establish the navigation channel to the new boat launch. Approximately 1,500 CY of material will be removed from below the Normal High Water Line using mechanical dredging equipment. The material will be temporarily stored on site until dry, at which point it will be used as structural fill material under the new parking area. Additional fill material will be brought in from the nearby NCDOT Ferry Division's disposal area located adjacent to the Fort Fisher - Southport Ferry Terminal. Both of the above mentioned sources of fill material have been investigated for compatibility with the proposed site improvements. Filling of "Upland" Boat Basin One important point in moving forward with this project as it pertains to regulatory permitting is the fact that the existing boat basin is a man-made feature which was originally excavated from upland area. The exact date of the basin's construction is not known, however it is certain that the excavation took place at some time between the years of 1956 and 1981. The below series of aerial photographs, provided by New Hanover County, demonstrate the pre-excavation site which shows a contiguous shoreline running in a direction of northwest to southeast, comparable to either side of the project site as observed today. VJ E mu DC=M WILMINGTON, NC: "Living Shoreline" vs. Existing Rock Revetment The existing site is armored with a rock revetment. As can be seen in the photos below, it appears that the rocks have been displaced over time by either wave activity or currents. This site can be classified as actively eroding. The use of rock sills in combination with wetland plantings have been identified as one potential alternative for shore protection at this site. The goal of the "living shoreline" concept would be to effectively stabilize the new site in an aesthetically pleasing way, while also providing increased habitat for marine life. The relatively "softer" approach would also provide educational opportunities for local groups, such as the nearby North Carolina Aquarium at Fort Fisher. Environmental Impacts This project proposes to fill approximately 11,909 SF (0.27 acres) of open water, which pertains to the filling of the existing upland boat basin. While this is a significant amount of area to be filled, it should be noted that the proposed project will be returning the site to its more "natural" state, proposing a relatively contiguous shoreline with the adjacent areas to the east and west. DIVE WILMINGTON, The second location of coastal wetland impact can be best seen in the project drawings. This impact is approximately 103 SF (.002 acres) in area and is associated with the construction of the turn-around circle at the proposed boat ramp location. It should be noted that the project proposes a retaining wall in this location to minimize impact to the greatest extent possible. In total, the two locations of coastal wetland impact discussed herein equate to 331 SF (.008 acres). This project proposes to mitigate the coastal wetland impact of 331 SF by planting approximately 6,690 SF of low and high marsh in the lee of the proposed rock sill. "Lease Boundary" and "Project Boundary" The property on which the Federal Point Boating Access Area is situated is owned by the Department of the Army. The land is leased to the State of North Carolina under a "license agreement", a copy of which has been provided in Appendix C of this package. The State of North Carolina in turn leases the five acre tract to the NC Wildlife Resources Commission. The existing site occupies area outside of the "Lease Boundary". Likewise, the proposed site improvements also include area outside of the said lease boundary. In order to account for project impacts associated with development outside of the lease boundary, a "Project Boundary" has been established as the limit of upland disturbance. The project boundary is shown on the project drawings and is also reflected in some of the calculations of impervious area, which are discussed below. Within the existing upland basin, a small "pocket" wetland area of approximately 228 SF (.005 acres) has established. The vegetation in this area consists of coastal wetlands, as defined by the NC Division of Coastal Management. This would be one of two locations of permanent coastal wetland impact associated with this project. RECEIVED . APR 10 2009 Impervious Area within the Area of Environmental Concern (AEC) DCM WILAMN'vi?Ok NC: This project proposes to drastically change the location of Normal High Water, and thus also alter the Area of Environmental Concern (AEC) as defined by the NC Division of Coastal Management. Because the existing site and proposed site occupy area outside of the lease boundary, impervious area calculations within the AEC have been presented for two different scenarios. First, the existing site is compared with the proposed site within the limits of the "Lease Boundary". Exhibit Drawings 1 and 2 have been provided in Appendix K, which demonstrate an existing impervious area of 31% within the lease boundary, and a proposed impervious area of 29% within the lease boundary. Secondly, impervious area for the existing and proposed site were evaluated within the "Project Boundary", to account for areas outside of the lease boundary. Exhibit Drawing 3 has been provided in Appendix K, which demonstrate an existing impervious area of 56% within the existing AEC. For the proposed site, Exhibit Drawing 4 demonstrates the proposed 51% of impervious area within the proposed AEC. Stormwater Management This project lies within the Cape Fear River Basin, and drains to "The Basin" (SA/HQW). Currently, stormwater runoff generated from the gravel site flows via sheetf low to the adjacent waterways and coastal wetlands. The proposed project will implement a stormwater management plan. Runoff from all impervious areas will be collected into drop inlets located throughout the site. From there, runoff will be conveyed to a constructed wetland for stormwater treatment. From the constructed wetland, stormwater will then pass through a 50 ft. vegetated filter prior to reaching adjacent coastal wetlands. This project will require a High-Density Stormwater Permit through the NC Division of Water Quality. This submittal is planned for the near future. Erosion & Sedimentation Control The total disturbed area for the proposed site improvements is approximately 1.8 acres. All disturbed areas will be stabilized by seeding and mulching upon completion of any phase of construction activities. Sediment fence will be used as indicated on the plans to prevent sediment pollution from leaving the site and entering the adjacent waterway. Inlet protection measures will be placed at all catch basins. Stone rip rap will be used to stabilize all discharge locations and prevent sediment loss due to scouring effects. A construction entrance to the project site will be provided as shown on the plans to remove sediment from tires. This project will require an Erosion & Sedimentation Control Permit through the NC Division of Land Resources, Land Quality Section. This submittal is planned for the near future.
