PROJECT NARRATIVE
The property served by this proposed sanitary sewer infrastructure is located on US Highway
17 (Market Street) in Wilmington, NC and includes Tax Parcel #'s: R03600-005-028-000, R03600-
005-028-020-0021 R03600-005-028-025-0001 R03600-005-028-024-000, R03600-005-028-023-0001
R03600-005-028-383-000, and R03600-005-028-385-000. The property drains to Pages Creek (SA,
HQW;18-87-22) — White Oak Basin.
Flournoy Development Company, LLC desires to install a gravity sewer system and a 147 GPM
pump station and 4-inch force main to serve a 287 unit multifamily development on the subject
property. The proposed sewer system will be privately owned and operated and flow from the
project will discharge to the Cape Fear Public Utility Authority System. The total projected
flow from the proposed development is 77,020 GPD, and will be divided between two CFPUA
sewer sheds. As shown in the attached table, flow from 275 units (Buildngs 1 - 5) along with a
fitness center, swimming pool and single bay car wash will be collected through gravity sewer
that drains to the proposed on -site private pump station and force main that will discharge to
existing CFPUA gravity sewer that drains to the CFPUA Pump Station 95 (Country Haven
Pump Station). Flow from 12 units (Buildings 6 & 7) will be collected through gravity sewer
that drains to existing private gravity sewer located in the Amberleigh Shores Phase 1
development (WQ0035919) which drains to CFPUA Pump Station 80 (Bayshore #2).
Sewer collected by this system will be treated in the James Loughlin (Northside) Wastewater
Treatment Facility (Permit No. NC0023965).

can be achieved with the largest pump taken out of service.

factor (pf) not less than 2.5.

III. Certification Statement:
I Matthew Tribett, CFPUA Eng. Mgr certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and II plus all
attached planning assessment addendums for which I am the responsible party. Signature of this
form indicates acceptance of this wastewater flow.

PLANNING ASSESSMENT ADDENDUM (PAA)

a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for
22% total flow % and 1.308 MGD of the Available Capacity (E) in Pump Station
89 ;and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity, namely
Smith Creek PS Upgrade is in design or under construction with
planned completion in 3rd quarter 2018 ; and/or
d. The following applies:
A second funded capital project, namely the Blue Clay Road Force Main, will also provide
additional capacity at Pump Station 89 by diverting existing flow that is currently tributary
to Pump Station 89 directly to Northside Wastewater Treatment Plant.
A funded capital project will provide the required planned capacity to Pump Station 95.
The project .is beginning design with planned completion estimated in 2019.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to
allow this flow to be permitted, without a significant likelihood of over -allocating capacity in the
system infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste
disposal system.
