This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0004967. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". Although most of the sprayfield has a good stand of grass, there are patches that contain more weeds than grass. This was noted during the last two inspections. According to the ORC, the Henderson County Cooperative Extension Service was contacted for recommendations for controlling weed growth. Those areas of the sprayfield that contain an excessive amount of weeds should be addressed so that the entire field can accept and assimilate wastewater. Reseeding, if needed, does not have to be completed all at once to ensure that there is adequate acreage available for spray. The soils report that was conducted 9/27/17 did not provide any fertilizer recommendations. A diagnostic soils analysis would be a tool to identify nutrient deficiencies or excesses that may prevent optimal plant health in the sprayfield (i.e. weed growth). That permit expired June 29, 2018 per Metropolitan Sewerage District (MSD), the receiving facility. Any future Industrial Pump & Haul permits will require a new receiving facility acceptance letter. A groundwater investigation is ongoing to address 2L Groundwater Standard exceedances. Any 2L violations and/or GW-59 reporting issues will be addressed separately from this inspection report. Juanita James, Barry Sester and Fred Budde were present and assisted with the inspection. Also on site were Brett Laverty of the ARO, Chris Gilbert and Chuck Pippen with Anchor QEA. Mr. Laverty, Mr. Gilbert & Mr. Pippen are addressing ongoing groundwater violations believed to be associated with the unlined lagoon. Groundwater and surface water monitoring will continue as part of the groundwater investigation. Lagoon aerators are set to alternate run times; however, all three sometimes run simultaneously. Caustic soda (liquid) is added to the process wastewater for pH adjustment. This should be documented in the operations/maintenance log. Caustic is added inside the building prior to discharge to the irrigation pond. In the past, soda ash was added directly to the pond but this process was stopped in December 2017 in favor of adding liquid caustic. The flow meter was calibrated by NIAGRA meters on 9/19/17. The Operation & Maintenance Plan – Update to include the following: 1.Operational Functions – include daily/weekly tasks (i.e. recording pond freeboard, monitoring irrigation field for runoff) 2.Maintenance Schedules – include frequency of pump and blower maintenance 3.Spill Response Plan – include a list of materials available for cleanup Mike’s Septic hauled wastewater during the spring/summer of 2018 because the irrigation pumps were down. A new irrigation pump was installed June 21, 2018. The facility should purchase a second backup pump in the event the first one goes down. An Industrial Pump & Haul permit was requested in June 2018. To ensure that the sprayfield contains needed acreage, reseeding does not have to be completed all at once. The soils report was conducted 9/27/17. The soils analysis can be used as a diagnostic tool to identify nutrient deficiencies or excesses that may prevent optimal plant growth. It is recommended that this analysis or additional samples be collected to help identify problems with the sprayfield (i.e. weed growth). Irrigation was occurring at the time of inspection. The permittee is working with IMOCO, Inc. to design a system to prevent residual juice concentrate from leaking out onto facility grounds from the disposal system. The facility site map needs to be updated to reflect the addition of Monitoring Well (MW#1) as required by permit condition Schedule I.2. The updated map should be submitted after completion of the groundwater investigation. 2L Groundwater Standard exceedances and GW-59 reporting issues will be addressed under separate cover from this inspection report.
