Drawer 816 Yadkinville, NC 27055-0816 RECEIVED/DENRJDWR SUBJECT: Compliance Evaluation Inspection Yadkinville Wastewater Treatment Plant AUG 14 2018 NPDES Permit# NC0020338 Yadkin County Water Resources Permitting Section Dear Mr. Williams, On July 24, 2018, Ron Boone, Kelli Park, and Paul DiMatteo, of the Winston-Salem Regional Office (WSRO) of the NC Division of Water Resources (DWR or the Division), along with Chris McHugh, of the Environmental Protection Agency's (EPA) region 4 office, met with Grant Trivette, operator in responsible charge (ORC) of Yadkinville's wastewater treatment plant (VVWTP), to conduct a compliance evaluation inspection (CEI) of the facility. Mr. Trivette's assistance and cooperation during the inspection were greatly appreciated. A CEI typically consists of two distinct parts: an on-site inspection of the treatment facility and in-office file review. The inspection results are summarized below and an inspection report is attached for your records. I. Permit The discharge permit became effective on August 1, 2014 and expires on November 30, 2018. Mr. Trivette had a current copy of the permit on-site during the inspection. The permit expires in less than 180 days. The Division received the Town's application to renew the permit in April 2018. II. Record/Reports All required records and reports were readily available for inspection and were found to be complete and current. This includes operator visitation logs, operation and maintenance logs, DMRs, lab records and chains of custody, sludge management records, annual performance reports, mercury minimization plans, flow monitoring records and calibration records, etc. No problems, discrepancies, or violations were noted. -1----.1 CV) NORTH C�. Self-Monitoring Program During the inspection, Mr. Boone reviewed discharge monitoring reports (DMR) ' and corresponding laboratory reports, bench sheets, and chains of custody for the months of January and April 2018. Mr. Boone noted no errors, deficiencies, or violations during this review. All records were legible, well organized, and readily available for inspection. The permittee is conducting all analyses required by the permit through their in-house lab (NC Laboratory Certification#563)for all parameters except total nitrogen, total phosphorus, metals, and toxicity, which are conducted by commercial laboratory Pace Analytical Services LLC, out of Huntersville, NC (NC Laboratory Certification#12). Prior to arriving for the inspection Mr. Boone also reviewed the plant's violation history over the previous 12 months. No other violations were found on record. A constant time/constant volume composite sampling regime is used for influent samples and flow-proportional sampling is employed for effluent samples. Samples are stored at or below 6 degrees Celsius inside mechanically cooled units. IV. Flow Measurement The permittee measures and reports effluent flow using a Hydroranger Model 200 flow meter with a Parshall flume. The effluent flow meter was last calibrated in September 2017. The instantaneous flow rate readings from the outside meter and the chart recorder located inside the administration building were compare and found to match very closely. V. Operations & Maintenance The plant appears to be very well operated and maintained. All treatment units are performing as intended and there are no indications of poor operation and maintenance; although the clarifier weir requires adjustment, as discussed below. Operators employ bound logbooks for scheduling and recording completion of all operations and maintenance items and this appears to work well for them. VI. Facility Site Review Evaluation of the physical plant reveal d it to be in very good condition. It appears to be kept very clean and well maintained. It is curren ly undergoing a complete resurfacing/repainting. The headworks were impressively lean with nearly no odor to speak of. Screenings are dewatered and bagged automatically y the mechanical bar screen and grit is efficiently removed by the vortex grit unit, resulting in a pr duct that appears to be nearly free of organic material. Bar screenings and grit are both landfilled Flow is pumped to the aeration basi . The mixed liquor is obviously quite healthy with a light brown color and earthy, inoffensive o•or. Mr. Trivette stated that they maintain the mixed liquor suspended solids (MLSS) concentrati•n at around 4,000 milligrams per liter(mg/I),which appears to be optimum under normal circumst-noes. 2 Yadkinville WWTP,8/1/18 Compliance Evaluation Inspection . The only problem noted during the on-site inspection was the secondary clarifier's weir is not completely level. It appears to be higher on the north side and has two additional low spots, that are each approximately two feet in length, located directly opposite of one another on the east and west sides of the clarifier's center well. Although it is obvious that more flow is being drawn over the low spots, no solids were being drawn through at the time of the inspection. The clarifier's sludge blanket was relatively low,,however, only about two to three feet deep, or about 1/5 the sidewall depth of 16 feet, which may explain, in part, why no solids were being drawn through the low spots. Mr. Trivette indicated the weir's misalignment has never caused any known issues. Still, the weir should be level to perform its designated function well without question. , From the clarifier wastewater flows to the chlorine contact chamber. The plant uses one-ton chlorine and sulfur dioxide gas cylinders to chlorinate and dechlorinate the effluent, respectively. The plant stores approximately 4,000 pounds of chlorine onsite at any given time so it has developed and maintains Risk Management Plan (RMP) #1000-0004-3856, as required by the Environmental Protection Agency (EPA). Effluent flow is measured and pumped to the outfall, which is located approximately one-half mile away from the plant, as the crow flies. The outfall is clear and readily accessible with stairs that lead down to the outfall. It is marked as town property with appropriate signage. As suggested by Mr. Hughes, the town may want to consider also marking the outfall as"non-potable" water, or as the"treated effluent from the Yadkinville VVVVTP", although this is NOT specifically required by the Division. The plant has an automatically-activated stand-by diesel-powered 1,250-Kilowatt generator that can power the entire plant. Generator maintenance is contracted and fuel is ordered as needed from B&J Farm Supply, with a contingency for emergency fuel supply as needed. 4 VII.Effluent/Receiving Waters Effluent was very clear, colorless, and odorless at the time of the inspection. No solids, foam, or other adverse effects on the receiving stream were noted. Effluent is discharged to North Deep Creek, which is located in sub-basin 03-07-02 of the Yadkin-Pee Dee river basin and is currently classified as water supply IV(WS-IV)waters. The outfall is readily accessible and well maintained. Upstream and downstream sampling is currently waived due to the permittee's membership in the Yadkin-Pee Dee River Basin Association. Nevertheless, both sampling locations are known and maintained in case membership ceases. VIII. Sludge Maintenance & Handling Waste sludge flows from the clarifier to an aerobic digester which also appears to be in very good condition. The digester has two surface aerators and one mixer in the center. One mooring cable for one of the aerators needs to be repaired. This is currently in the planning stages and does not affect operations. Approximately 25,000 gallons of sludge is wasted per week. Approximately two 250,000 gallon loads of sludge per year are then hauled and land applied by Synagro under permit WQ0001800. 3 Yadkinville WWTP,8/1/18 Compliance Evaluation Inspection IX. Conclusion/Requested Actions The efforts of the town and plant oper9tors to comply with all conditions of the NC0020338 NPDES permit are noted and greatly appreciaated. However, please reply in writing to this letter within 30 calendar days of receiving it. Your vJritten reply should address each of the deficiencies and/or violations noted above and provide a corrective action plan along with an estimated implementation/completion schedule to remediate them. You are reminded that violations of NPDES permit NC0020338, or the NO statutes and regulations under which it is promulgated, are subject to fines of up to-$25,000 p4 day, per violation, as set forth in NC General Statute (NCGS) 143-215.6A, Enforcement Procedures, Civil Penalties.
