HomeMy WebLinkAboutSW6180702_AddInfo_20180814 (2) August 14, 2018 Leslie Hartz, Vice President - Pipeline Construction Dominion Energy Transmission, Inc. 5000 Dominion Blvd. Glen Allen, VA 23060 Subject: Request for Additional Information Stormwater Permit No. SW6180702 ACP Fayetteville Contractor Yard – CY10a Cumberland County Dear Ms. Hartz: The Division of Energy, Mineral and Land Resources (DEMLR) received a Stormwater Management Permit Application for the subject project on July 20, 2018. A preliminary review of the application has determined that additional information is needed to meet the requirements of 15A NCAC 02H .1000 and continue the stormwater permit review. Failure to provide the following additional information to DEMLR by September 14, 2018 will result in the application being returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. 1. Seasonal High Water Table Separation: The provided Soils Report and details on Plan Sheet 5 indicate a less than 2-foot separation between the bottom of the devices and the SHWT. To function properly, the proposed infiltration and sand filter stormwater control measures (SCMs) require a minimum separation of two feet from the bottom of the SCM down to the SHWT elevation (Ref. Infiltration MDC 2, Sand Filter MDC 1 in the NCDEQ Stormwater Design Manual). The minimum separation may be reduced to no less than 1 foot if the applicant provides a hydrogeologic evaluation that demonstrates that the water table will subside to its pre- storm elevation within five days or less (see NCDEQ Stormwater Design Manual A-2 for guidance). If these criteria cannot be met, then another type of device is required to be utilized. Please reference the State assigned project number SW6180702 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
