1.THE PROJECT SHALL BE CONSTRUCTED ACCORDING TO THE CONTRACT AND
APPLICABLE PLAN SHEET(S), DETAILS, SPECIFICATIONS, PERMIT(S), AND/OR ANY
OTHER CONSTRUCTION DOCUMENTS (MEETING MINUTES, PUNCH LISTS, BID TABS,
ETC.) FOR COMPLETE INFORMATION ABOUT THE REQUIRED WORK. ANY ONE OF THESE
PARTS OF THE “CONSTRUCTION DOCUMENTS” MAY NOT CONTAIN ALL OF THE
INFORMATION REQUIRED TO COMPLETE THE PROJECT WORK. THE CONTRACTOR
SHALL NOTIFY THE PROJECT OWNER AND ENGINEER OF ANY CHANGES PRIOR TO
IMPLEMENTATION. THE PROJECT OWNER IS FCP AND THE ENGINEER FOR IS JENNINGS
ENVIRONMENTAL.
2.THE CONTRACTOR IS RESPONSIBLE FOR ALL UTILITY LOCATION AND COORDINATION.
ANY UTILITIES SHOWN ON THE CONSTRUCTION DOCUMENTS ARE FOR INFORMATIONAL
PURPOSES ONLY AND IN NO WAY RELIEVES THE CONTRACTOR FROM COORDINATING,
VERIFYING AND PROTECTING EXISTING UTILITIES. THE CONTRACTOR SHALL ADHERE
TO THE PROVISIONS OF THE 1985 UNDERGROUND DAMAGE PREVENTION ACT, NORTH
CAROLINA GENERAL STATUTES 887, CHAPTER 785, SENATE BILL 168, ARTICLE 3. TO
ASSIST THE CONTRACTOR AND UTILITY OWNERS IN MEETING THE REQUIREMENTS OF
THIS LAW, THERE IS A “ONE-CALL SYSTEM” CALLED “NC ONECALL.” MOST MAJOR
UTILITIES WITH UNDERGROUND FACILITIES IN THE STATE SUBSCRIBE TO THIS
SERVICE. FOR CALLS ORIGINATING WITHIN NORTH CAROLINA, THE NC ONECALL
TELEPHONE NUMBER IS 811. NO ADDITIONAL COMPENSATION SHALL BE ALLOWED FOR
DELAYS OR INCONVENIENCE SUSTAINED BY THE CONTRACTOR DUE TO UTILITY
RELOCATION OR ADJUSTMENTS MADE SOLELY FOR THE CONVENIENCE OF THE
CONTRACTOR. NO ADDITIONAL PAYMENT WILL BE MADE FOR RE-MOBILIZATION
REQUIRED BY THE UTILITY'S FAILURE TO RELOCATE A UTILITY AT THE REQUEST OF
THE CONTRACTOR. IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO ARRANGE
FOR SUCH CHANGES, AND THE CONTRACTOR SHALL BEAR ALL COSTS OF SUCH
CHANGES.
3.FIELD CONDITIONS AND PROJECT VARIABILITY MAY REQUIRE ADAPTATION OF THE
PLANSHEETS AND/OR DETAILS PROVIDED IN THE CONSTRUCTION DOCUMENTS
DEPENDING ON SITE CONDITIONS OR PROJECT NEEDS. MINOR VARIATION(S) OR
ADAPTATION(S) OF THE PROPOSED WORK SHOWN ON THE PLANSHEETS AND/OR
DETAILS ARE CONSIDERED INCIDENTAL TO THE WORK AND WILL NOT CONSTITUTE A
CHANGE IN UNIT OR LUMP SUM PRICES.
4.THE CONTRACTOR SHALL FURNISH ALL MATERIALS NECESSARY TO COMPLETE THE
PROPOSED WORK UNLESS OTHER PROVISIONS HAVE BEEN AGREED UPON PRIOR TO
CONSTRUCTION. THE CONTRACTOR SHALL DELIVER ALL MATERIALS TO THE
DESIGNATED STOCKPILE LOCATIONS OR TO A LOCATION SPECIFIED BY THE PROJECT
OWNER OR ENGINEER. MATERIAL QUANTITIES, DIMENSIONS AND SIZES SHALL
CONFORM TO THE NOTES AND SPECIFICATIONS PROVIDED ON THE PLAN SET OR ON
THE MATERIALS LIST. THE ENGINEER MAY INSPECT AND APPROVE ALL MATERIALS
PRIOR TO CONSTRUCTION. IF MATERIALS DO NOT MEET THE MINIMUM REQUIREMENTS
SPECIFIED IN THE CONSTRUCTION DOCUMENTS, THE ENGINEER SHALL REJECT THE
MATERIALS.
5.COSTS INCURRED DUE TO PROJECT DELAYS RESULTING FROM FAILURE OF THE
CONTRACTOR TO MEET THE REQUIREMENTS OF THE GENERAL SPECIFICATIONS,
CONSTRUCTION DOCUMENTS, CONTRACTOR QUALIFICATIONS, CONSTRUCTION
SPECIFICATIONS, SHALL BE THE EXPENSE OF THE CONTRACTOR.
CONTRACTOR QUALIFICATIONS
1.THE CONTRACTOR SHALL HAVE AT LEAST TWO (3) YEARS OF RIVER RESTORATION
CONSTRUCTION EXPERIENCE AND SHALL HAVE COMPLETED AT LEAST FIVE (5) RIVER
RESTORATION PROJECTS. SIMILAR EXPERIENCE WILL BE EVALUATED ON A CASE BY
CASE SCENARIO.
2.IF THE CONTRACTOR CHOOSES TO DESIGNATE AN EMPLOYEE WITHOUT QUALIFIED
STREAM RESTORATION EXPERIENCE, THE CONTRACTOR SHALL BE ON-SITE AT ALL
TIMES WHEN THE EMPLOYEE IS PERFORMING RIVER RESTORATION WORK. FAILURE TO
ABIDE BY THIS CONDITION WITHOUT PREVIOUS AGREEMENT WITH THE PROJECT
OWNER AND ENGINEER WOULD BE GROUNDS FOR TERMINATION.
3.THE CONTRACTOR SHALL MAINTAIN AT LEAST $2,000,000 IN LIABILITY INSURANCE AND
HAVE PROOF OF LIABILITY INSURANCE ON-SITE DURING THE ENTIRETY OF PROJECT
CONSTRUCTION.
4.THE CONTRACTOR SHALL HAVE PROOF OF WORKER'S COMPENSATION INSURANCE
ON-SITE DURING THE ENTIRETY OF PROJECT CONSTRUCTION.
5.COPIES OF ALL PROJECT PERMITS SHALL BE ON-SITE. THE CONTRACTOR SHALL
COMPLY WITH THE PROVISIONS OF THE PERMITS. THE CONTRACTOR SHALL NOTIFY
THE ENGINEER OF ANY KNOWN CHANGES OR ACTIVITIES THAT COULD VIOLATE
PERMIT REQUIREMENTS PRIOR TO IMPLEMENTATION.
EROSION AND SEDIMENT CONTROL SPECIFICATIONS
THE CONTRACTOR SHALL INSTALL AND MAINTAIN ALL NECESSARY EROSION AND
SEDIMENTATION CONTROLS TO MINIMIZE SOIL EROSION AND TO CONTROL
SEDIMENTATION FROM AFFECTING WATER RESOURCES OF THE STATE OF NORTH
CAROLINA. ALL E&SC MATERIALS AND METHODS SHALL COMPLY WITH NCDOT'S 2018
STANDARD SPECIFICATIONS FOR ROADS AND STRUCTURES SECTION 16.
1.ALL PROJECT AREAS (BANK ZONES, ACCESS AREAS, STOCKPILE AREAS, ETC.)
DISTURBED DURING CONSTRUCTION SHALL BE RE-VEGETATED IN ACCORDANCE WITH
THE CONSTRUCTION DOCUMENTS AND SPECIFICATIONS UPON COMPLETION OF THE
WORK.
2.EXCAVATED MATERIAL MAY BE TEMPORARILY STOCKPILED WITHIN THE LIMITS OF THE
INDIVIDUAL PROJECT AREAS. SILT FENCE OR COIR WATTLES SHALL BE USED TO
PREVENT SEDIMENT MIGRATION FROM THE TEMPORARY STOCKPILES TOWARD ANY
WATER BODY AND/OR UNDISTURBED AREA ON THE SITE. ANY STOCKPILED SOIL WHICH
IS NOT USED WITHIN 10 WORKING DAYS OR 15 CALENDAR DAYS, WHICHEVER IS
SOONER, SHALL BE COVERED WITH TEMPORARY SEEDING OR WITH EROSION
CONTROL MATTING. ALL TEMPORARILY STOCKPILED SOIL SHALL BE REMOVED AND/OR
INTEGRATED INTO THE FINAL WORK.
3.PROJECT AREAS SHALL BE SEEDED AND MULCHED AND/OR MATTED WITH
TEMPORARY AND WITH PERMANENT (PERENNIAL) GRASS SEED (OR SOD), WITHIN 10
CALENDAR DAYS OF COMPLETING THE FINAL GRADING WORK.
4.AREA SPECIFIC EROSION CONTROL MEASURES ARE SHOWN ON THE PROJECT
CONSTRUCTION DOCUMENTS AND/OR DETAIL SHEETS.
5.EROSION CONTROL MEASURES SHALL BE MAINTAINED IN ACCORDANCE WITH ALL
APPLICABLE PERMITS. THE CONTRACTOR SHALL MAINTAIN EROSION AND SEDIMENT
CONTROL MEASURES UNTIL THE SITE IS STABILIZED. ALL EROSION CONTROL
MEASURES AND MATERIALS SHALL BE REMOVED BY THE CONTRACTOR PRIOR TO
FINAL INSPECTION.
6.THE CONTRACTOR MAY BE REQUIRED BY THE PROJECT OWNER AND/OR ENGINEER TO
INSTALL ADDITIONAL E&SC MEASURES BASED ON SITE CONDITIONS DURING
CONSTRUCTION.

1.ALL BOULDERS USED FOR THE GRADE CONTROL STRUCTURE SHALL BE STRUCTURAL STONE, LARGE,
CUBICAL OR RECTANGULAR IN SHAPE. BOULDER DIMENSIONS: L: 3.5 - 5.5 FT, W: 2.0 - 3.0 FT, D: 1.5 - 2.5 FT.
2.ALL BEDDING COURSE MATERIAL SHALL CONSIST OF WELL-GRADED RIPRAP AND EARTH (40% NC DOT
CLASS A, 40% NC DOT CLASS B, 20% ASTM #57 OR EQUIVALENT BLEND).

STRUCTURE STONE CLASS A OR CHINKING STONE APPROVED BY DESIGN ENGINEER, AND LINING WITH
FILTER FABRIC.
6.THERE SHALL BE NO DROP GREATER THAN 2.0 FT OVER A SINGLE STEP.
7.NON-WOVEN FILTER FABRIC SHALL BE PLACED ON THE UPSTREAM SIDE OF THE STRUCTURE AND ALONG
THE BASE TO PREVENT WASHOUT OF SEDIMENT THROUGH BOULDER GAPS. FILTER FABRIC SHALL EXTEND
FROM THE BOTTOM OF THE FOUNDATION BOULDERS TO THE FINISHED GRADE ELEVATION AND SHALL BE
PLACED THE ENTIRE LENGTH OF THE STRUCTURE. COARSE BACKFILL MATERIAL SHALL BE PLACED
UPSTREAM OF THE STRUCTURE. ALL EXCESS FILTER FABRIC SHALL BE CUT AWAY FROM THE SURFACE OF
THE STRUCTURE.
8.THE SCOUR POOL BELOW THE STRUCTURE SHALL BE ARMOR WITH RIPRAP USING THE ROCK BLEND USED
FOR THE SPILLWAY CHANNEL LINING.
9.FOR CONSTRUCTION, THE CONTRACTOR SHALL PREPARE THE AREA OF INSTALLATION BY EXCAVATING OR
FILLING THE WORK AREA TO THE APPROPRIATE ELEVATION. ALL EARTH BENEATH THE STRUCTURE SHALL
BE SUFFICIENTLY COMPACTED WITH THE EXCAVATOR BUCKET OR A VIBRATORY PLATE COMPACTOR TO
PREVENT FUTURE SETTLEMENT OF THE STRUCTURE. PLACE NON-WOVEN FILTER FABRIC OVER THE
EXCAVATED AREA. INSTALL THE GRAVEL BEDDING COURSE AND FOUNDATION BOULDERS SUCH THAT THE

1.EROSION CONTROL MATTING IS USED TO PROTECT RECENTLY CONSTRUCTED STREAM BANKS
FROM EROSION. THE MATTING WILL REMAIN INTACT WHILE THE BANK AND RIPARIAN VEGETATION
MATURES, PROVIDING CRITICAL BANK PROTECTION.
2.BEFORE INSTALLING COIR FIBER BLANKET, RAKE SOIL LEVEL AND ADD SEED, FERTILIZER, LIME
AND MULCH.
3.700 GRAM COIR FIBER EROSION CONTROL MATTING SHALL BE PLACED ALONG THE LENGTH OF
THE NEW CHANNEL FROM THE TOE OF SLOPE OUT TO A MINIMUM OF 3 FT BEYOND THE BANKFULL
