Construct managed shoulders. • Railroad Involvement: None Page 1 of 8 U-5891 (NC 50 — Creedmoor Road) Preliminary Project Information August 2018 Initial Scopinq Comments: NC 50 (Creedmoor Rd) is a two-lane highway operating over capacity. It is a heavily travelled connector between I-540 and NC 98, with 10,400 vehicles per day (vpd) just north of NC 98 to 34,900 vpd just south of I-540. Maximum capacity for a Rural two-lane highway level of service D in the Piedmont is approximately 12,400 vpd. This project is included in the 2040 CAMPO Metropolitan Transportation Plan (Project A444). A feasibility study for this project was completed in February 2018. Source: VHB Traffic Forecast Draft Report for STIP Project No. U-5891 Note: Concepts being considered are: 4-lane traditional and 4-lane superstreet widenings with raised median. Cost Estimates: TIP Estimate (2017) Current Estimate Project Schedule: Construction $45,375,000 NA Right-of-Way $20,000,000 NA Preliminary Production Environmental Document July 2019/December 2020 July 2019 (SEA/FONSI) Right-of-Way October 2021 July 2020 Construction October 2024 July 2022 Page 2 of 8 Total $65,375,000 NA U-5891 (NC 50 — Creedmoor Road) Preliminary Project Information August 2018 Purpose and Need Data: Draft Project Need: The primary need for the proposed action is to address: NC 50 as a two-lane highway is operating over capacity. The existing volumes (2018 AADT) from just south of I-540 to just north of NC 98 range from 10,400 to 34,900 vehicles per day (VPD). Maximum capacity for a Rural two-lane highway level of service D in the Piedmont is approximately 12,400 vpd. Draft Project Purpose: The primary purpose for the proposed action is to: Decrease congestion and enhance mobility to achieve a goal of Level of Service D in the design year 2045, and to provide an improved north-south arterial connection in the region.
