Dear Mr. Nunez:

I conducted an inspection of the Blacksmith Run WWTP on 8/09/2018. This inspection was conducted to
verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW
Permit No. NC0088056. The facility operations and maintenance appear compliant with the permit
requirements. Over the last few months though, this facility has had difficulty meeting the permit parameter
limitations and that issue needs to be resolved. The solution could include operational changes, resident
education, or equipment upgrades. Please see the enclosed inspection report for further notes and details.
