PROJECT SUMMARY: The applicant proposes to construct a pedestrian walkway under the NC 32 Bridge to connect Havens Garden Park to the City of Washington Boating Access area. City of Washington c/o Phil Mobley Beaufort County Express Permit Review Program Project setting Bill Foreman with Coastal Science and Engineering, on behalf of the City of Washington (c/o Phil Mobley), has requested the attached application be processed under the Express Permit Review Program, for the construction of a pedestrian boardwalk. The project site is located at Havens Garden (City Park and boat ramps) on Runyon Creek off the Pamlico River at the NC 32 bridge crossing in the City of Washington in Beaufort County, North Carolina. The NC Department of Transportation is in the processing of replacing the NC 32 bridge under CAMA Major Permit No. 172-08 which was issued on 27 October 2008. The vertical clearance under the bridge will be increased with the new bridge. The site is a ±6.27 acre tract owned by the City of Washington and the property is bisected by NC 32. Havens Garden has ±1,308' along the Pamlico River and ±436' along Runyon Creek. The property has bulkhead along the river front, into Runyon Creek and up to the NC 32 bridge. The area under the bridge is stabilized with riprap. The bulkhead continues on the upstream side of the bridge on the landward side of an existing vegetated wetland area. Additional development on the Pamlico River side of the site includes a shelter, paved parking area, playground area, and a fishing pier. The Runyon Creek portion of the park includes the 2 boat ramps and 2 access piers, as well as a gravel parking area. The park is vegetated with a maintained lawn, a few hardwoods trees, shrubs, and a small vegetated wetland area (at the north end of the site between the bridge and the boat ramps). The wetland area is vegetated with a variety of wetland plants including but not limited to Pontederia cordata (pickerelweed), Carex spy., several small Cypress trees, and a very small area of Scirpus spp. that abuts the boat ramp. The northern (upstream) end of the property on Runyon Creek abuts a commercial metal working business with a bulkhead and pier. The western (upstream) end of the park terminates at the Carolina Coastal Railway. The Pamlico River and Runyon Creek are both classified SC-NSW by the Environmental Management Commission and are closed to shellfishing. The Pamlico River at this location is designated as Coastal Waters while Runyon Creek is designated as Inland Waters by the Division of Marine Fisheries and the NC Wildlife Resources Commission. There is no submerged aquatic vegetation (SAV) present in the project area. Project description The applicant proposes to construct a 6' wide by ±420' long wooden boardwalk under the new NC 32 bridge to connect the river front side of the park to the boat ramp area. At present, the public must cross NC 32 to go from the park to the boat ramp area. The boardwalk will begin at the existing bulkhead on the downstream side of the bridge and project ±70' out into Runyon Creek angling upstream toward the new bridge. A 4' by City of Washington c/o Phil Mobley Beaufort County Page Two Express Permit Review Program 23' bump out platform area is proposed on this section of boardwalk to provide fishing access. The boardwalk will then turn at a right angle upstream and under the newly constructed bridge for a distance of ±110'. The boardwalk will be ramped down in the area under the bridge for a walking deck height of 1.95' above the normal water level (NWL). This will allow for maximum head room ranging from 7.5 at the downstream side to 9.5' at the upstream side of the bridge as measured from the deck surface to the bottom of the bridge girders. The boardwalk will turn back towards the shore at a right angle and parallel to the new bridge for a distance of ±90'. A second 4' by 25' bump out platform area is proposed on this section of boardwalk to provide fishing access. An upstream angle is proposed in the boardwalk running parallel to the shore for a distance of ±55'. A third 4' by 27' bump out platform area is proposed on this section of boardwalk to provide fishing access. The boardwalk will then make a right angle towards shore and continue another ±60' over an area of vegetated wetlands to abut highground at the existing bulkhead. Because the height of the boardwalk will be ±3' above the ground at this location, steps will provide access, as well as a 6' wide by 48' long handicap accessible ramp running parallel to the bulkhead on the upland side. The boardwalk section over the wetland area will be elevated a minimum of 36" as measured from the wetland substrate to the bottom of the stringer. Both sides of the proposed boardwalk will be railed at a height of 42" for safety and to prevent boat mooring along the open water side of the boardwalk. The proposed alignment of the boardwalk will project ±40' into Runyon Creek which is ±266' wide at this point. This value is within the 66.5' that would be % the width of the waterbody. The boardwalk would also be outside the traditional navigation channel in Runyon Creek. The boardwalk as configured will cordon off ±3,300 ft2 of Public Trust Area. With the exception of the 6' wide access that will ramp down at both ends, no upland development is proposed for this site at this time. Anticipated impacts The project as proposed will result in the shading of ±2,262 ft2 of creek bottom associated with the boardwalk installation. Approximately ±360 ft2 of vegetated wetlands will be shaded by the proposed boardwalk. The construction of ramps and steps at both ends will result in ±461 ft2 of upland disturbance. No new impervious surface is proposed with this project. The project will result in localized turbidity as a result of the construction activities. David W. There is little vegetation in this area other than a few large pine trees, some shrubs and lawn grass. The property south of Highway 32 is Havens Gardens, a public park with playground, picnic area and pier. This parcel has approximately 10 large trees, shrubs planted along the road front, and mostly covered in lawn grass. A portion of the shoreline of both parks is stabilized by bulkheads. A small pocket of non-tidal wetlands is located just north of the Highway 32 Bridge. The bottom of the decking will be constructed at a minimum of 36 inches above the substrate of the wetlands. STORMWATER MANAGEMENT A small portion of both ends of the walkway will be constructed inside zone 1 of the Pamlico/Tar Buffer (see sheet 3). The walkway will be timber decking and is considered pervious by Division of Water Quality. METHODS OF CONSTRUCTION Walkway components will be of heavy timber construction. Walkway installation will be by conventional marine construction methods with floating barge and crane. This project will be coordinated with NCDOT project of replacement of the Highway 32 Bridge over Runyon Creek. Once the current bridge is demolished, the pilings for the walkway under the proposed bridge will be driven. When the new bridge is completed, the remainder of the walkway will be constructed including pilings, bent caps, stringers, decking, railings and lighting. PROJECT SCHEDULE The proposed project schedule is dependent on the NCDOT project. The piles for the walkway under the bridge will be driven during construction of the NCDOT Bridge Replacement. This portion of the project will take approximately 1 week to complete. This portion will take approximately 2 months to complete. Total construction is not expected to exceed 30 days from end of NCDOT project completion. The schedule of the NCDOT project does not allow any work in the water until after June 16'h, 2009. COMPLIANCE WITH CITY OF WASHINGTON ZONING AND CAMA LAND USE PLAN The property is within the planning jurisdiction of the City of Washington. Construction will be consistent with the current zoning. The site is classified "Conservation" by the City of Washington CAMA Land Use Plan. A permitted use under conservation includes recreational open space with support accessory. The proposed construction will be classified as a support accessory because it is connecting two parks. COMPLIANCE WITH THE N. C. ENVIRONMENTAL POLICY ACT The project will be paid for with public funds. There is no work proposed on the site that will require review under the N. C. Environmental Policy Act. S-zz-o9 Date Pedestrian Walkway at Runyon Creek revised: 12127/06 PEDESTRIAN WALKWAY AT RUNYON CREEK PARKS AND RECREATION DEPARTMENT WASHINGTON, BEAUFORT COUNTY, NORTH CAROLINA PROJECT NARRATIVE INTRODUCTION The proposed project is located on City of Washington property known as Havens Gardens on the north shore of the Pamlico River where Highway 32 crosses Runyon Creek in Washington, Beaufort County, North Carolina. The applicant proposes to construct a new pedestrian walkway for public use as a fishing platform, and for transporting pedestrians safely from the boat ramp area to the parking area in Havens Gardens. The pedestrian walkway will be constructed beneath the NCDOT proposed Highway 32 Bridge replacement. The site can be reached by going east on N.C. Highway 32 to Havens Gardens at Runyon Creek. The site consists of two separate parcels separated by Highway 32, both owned by the City of Washington. PROJECT DESCRIPTION The project consists of the following element: • Construction of a handicap accessible pedestrian walkway with fishing platforms under the proposed Highway 32 Bridge. The North Carolina Department of Transportation has already submitted their documentation in compliance with the NC Environmental Policy Act of 1971 for the replacement of bridge #103 (NC DOT Project Number B-4019) over Runyon Creek. The City of Washington has entered into a contract to have the pilings installed at the same time the Runyon Creek Bridge is being constructed. Thus, the pedestrian walkway connecting the Havens Garden property to the boat launch facility should have a minimum effect on the total bridge replacement project. In addition, because of the new alignment of the Runyon Creek Bridge on the Havens Garden city property necessitated the evaluation of the existing park facilities for new improvements to be constructed on the subject property. We are in the process of obtaining all of the required permits to begin construction in the latter part of this year. The City of Washington's CAMA Core Land Use Plan was adopted by City Council on August 27, 2007 and Certified by the Coastal Resources Commission on November 30, 2007, and contained therein Section V., Subsection 6. a Recreation component, which list Haven Garden as a major shoreline access area for our jurisdiction. In addition, the CAMA Future Land Use classification list Havens Garden as a "Conservation "area. Therefore, the City of Washington finds that the two proposed projects: the pedestrian 102 E.
