Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The tract is currently undeveloped. A few dirt roads provide access through the site. Wetlands are forested, but most of the uplands were cleared of trees in 2016 and currently supports a dense assemblage of shrubs. Harrisons Creek runs along the northern tract boundary and another stream runs up into the site. Adjacent land use is residential, agricultural, or undeveloped and forested. 3b. List the total estimated acreage of all existing wetlands on the property: 13.65 acres 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: 965 LF of stream 3d. Explain the purpose of the proposed project: The purpose of the proposed project is to construct a single-family residential subdivision within the tract. Wetland and stream impacts are needed to provide access to uplands throughout site. Pender County's population increased by 3.9% between 2010 and 2012 (compared to 1.5% for NC) and is projected to grow by 16.6% between 2010 and 2020. The County is attracting more and more families because of land prices, tax rates, and proximity to Wilmington and Camp Lejeune. This particular site is located near Highway 17 and Highway 210 and is in close proximity to Hampstead and nearby beaches. There is a strong need for residential development in this area to keep pace with on-going and projected population growth. Note that although this project has the same developer as the recently authorized Harrison Creek S/D, it is a single and complete project with independent utility. 3e. Describe the overall project in detail, including the type of equipment to be used: This project includes the construction of a single-family residential subdivision with 44 lots, access ways (50' ROW), and utilities. The road will contain 10'- 12' wide lanes, grassed shoulders, 5' sidewalks in places, and a 3:1 fill slope. At the wetland/stream crossing (Cl), headwalls will be used to minimize impacts. Additionally, culverts will be installed to maintain hydrologic flow. The culverts will be sized to maintain hydrologic connectivity. The culvert for the stream crossing will be buried per USACE and DWR regulations. Sewer and water lines will be located within the corridor. The roadways will be cleared of vegetation and fill material will be brought to the site to level the area of disturbance. Utilities and stormwater facilities will be installed. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Direct Impacts: Wetland/stream drainageways extend into the site and access to uplands throughout the site would be difficult without impacts. This road configuration also allows the required number of lots to make this project economically feasible for the developer while still designing a low-density project. Wetland impacts A and D are needed to tie into an adjacent tract per Pender County connection requirements. The Road at Wetland Impact B was positioned relative to soils, DOT horizontal roadway standards (minimum radii) and for lot count. Therefore, this impact cannot be avoided. Wetland Impact C2 is needed for a fire turn -around area and is positioned per fire safety requirements. The remaining wetland pocket on Lot 33 will be hydrologically connected to downstream wetlands via an overflow swale. Piling supported bridges for these crossings were considered to be too expensive and would not be economically feasible. Impacts have been minimizing the width of the proposed roads and utilizing headwalls. Indirect impacts: This project has been designed to be a low density development with 24% maximum impervious area. The vast majority of wetlands on site will be avoided. Finally, the applicant proposes buying into the Northeast Cape Fear Umbrella Mitigation Bank at a 2 to 1 mitigation to impact ratio. 1 b. The NC Natural Heritage Program website was used to determine the presence of federally-listed species. No federally listed species are known to occur on the site. The American alligator is known to occur within a one-mile radius of the site. The larger stream that forms the northern property boundary may provide appropriate habitat for the alligator. But the stream that runs through the middle of the site is likely too far removed from larger bodies of water to provide suitable habitat. The northern long-eared bat has been documented in Pender County. However, much of the site was cleared in 2016 and uplands currently support shrubby and herbaceous species. No impacts to federally-listed species are anticipated to occur from this project. 6. Essential Fish Habitat (Corps Requirement) 6a.
