Please find attached a Pre-Construction Notification (PCN) Application for the above
referenced project. The PCN application is being provided for notification purposes.
The project consists of installation of 4" and 6" wastewater force mains. A majority of
the project area is located within the roadway right-of-way and the piping will be
installed in the same trench where feasible.
No impacts to jurisdictional areas will occur during installation of the force mains. All
crossings (Moyock Run, a perennial stream, and drainage ditches) will be made
within 15 degrees of perpendicular. All crossings will be performed using trenchless
pipe installation construction techniques if the crossing is within an area that is
jurisdictional. Several of the drainage ditch crossings will be performed in portions of
the ditches that are presently culverted. No temporary or permanent impacts to
jurisdictional wetlands are anticipated to occur during installation of the force mains.

The project corridor is located within roadway right-of-ways that are comprised of maintained areas dominated by
grasses. Land use in the vicinity of the site consists of commercial and residential development, and undeveloped areas.

The proposed project will provide piping for wastewater and will allow existing septic tanks and drain fields to be
abandoned.
3e. Describe the overall project in detail, including the type of equipment to be used:
The proposed project consists of installation of approximately 14,140 feet of 4" wastewater force main along NC 168 from
the North Carolina / Virginia state line south to Moyock Commons Drive. The project also consists of installation of a 6"
wastewater force main that will parallel the aforementioned 4" line. Additionally, approximately 3,260 feet of 4"
wastewater force main will be constructed from the existing Newtown Sanitary District low pressure pipe (LPP) drain field
out to the previously mentioned force mains along NC 168. The existing onsite septic tank and LPP drain field which
currently serves the Newtown Sanitary District will be abandoned. All wastewater flow from the force mains will t
directed to the existing Moyock Commons Wastewater Treatment Plant (WWTP). Approximately 905 feet of 4"
wastewater force main will be constructed from the two force mains on NC 168 down Moyock Commons Drive to the
Moyock Commons WWTP. The WWTP currently serves only tenants of the Moyock Commons shopping center; however,
the WWTP's wastewater permit will be modified to accept the additional off-site flow.
The wastewater pipes will be installed within existing maintained roadway rights-of-ways. Most of the wastewater lines will
be installed using an excavator to excavate a trench into which the lines will be installed. Upon completion of the line
installation, the trenches will be filled and the surface will be returned to original grade using a loader and/or grader and
seeded. The jurisdictional stream crossing at Moyock Run will be accomplished using trenchless pipe installation
techniques such as directional drilling or boring. Numerous stormwater drainage features that contain wetland vegetation
are located within and adjacent to the project corridor. Pipe installation will either be performed within an area in which the
stormwater drainage feature is presently culverted or the pipe will be installed using trenchless construction techniques.
Therefore, no impacts to jurisdictional streams or wetlands will occur in assocation with the proposed project.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Delineation of jurisdictional streams and wetlands was performed prior to design of the proposed project. During design of the
project, the piping locations were chosen to avoid impacts to jurisdictional areas to the extent feasible. Construction corridors
were pulled away from jurisdictional wetland areas to avoid impacts where feasible. Wetland crossings have been designed
such that the piping is either installed under existing culverts or the piping will be installed using trenchless construction
techniques to avoid impacts. Additionally, the crossing of Moyock Run has been designed to be directionally drilled, thereby
avoiding impact to jurisdictional areas.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
All piping will cross jurisdictional areas within 15 degress of perpendicular. Impacts to jurisdictional areas will be avoided by
either using trenchless construction techniques to traverse jurisdictional areas or by installing the piping under existing culverts
associated with stormwater drainage features. No impacts to jurisdictional streams or wetlands are anticipated from the
proposed project. Incidental impacts to jurisdictional areas are not anticipated to occur; however, if they do occur, these
impacts will be less than 0.1 acre, the PCN threshold. Best management practices, and sedimentation and erosion control
methods will be used during all construction activities. No equipment refueling or maintenance activities will occur adjacent to
Moyock Run or the stormwater drainage features. Wetland impacts during construction will be minimized to the extent that is
reasonably feasible. If any incidental impacts to jurisdictional areas occurs during construction activities, the areas will be
returned to their original configuration and stabilized and/or seeded in a timely manner.

The proposed project will have minimal impacts to existing land use. According to the Currituck County Land Use Map,
continued development is expected to occur within the project service area. The proposed project is designed to
coordinate with the County's Land Use Plan for the service area. Beneficial direct impacts to the service area will occur
from the proposed project. The proposed infrastructure system will eventually transfer wastewater from existing and
septic systems, to a new, state of the art regional Moyock Water Reclamation Facility capable of denitrification. The
project will also make available wastewater sewer service for future development, thereby reducing the potential for the
proliferation of privately owned wastewater package plants and septic systems.

No sewage will be generated from the proposed project. The proposed project entails construction of wastewater lines
that will transfer sewage from existing septic systems to an existing WWTP. The WWTP currently serves only tenants of the
Moyock Commons shopping center; however, the wastewater permit will be modified to accept the additional off-site flow.

Review of Natural Heritage Program data relative to known occurrences and populations of listed species was performed
via NC CGIA data and at the Natural Heritage Program office in Raleigh. Additionally, field surveys were performed in
August 2008 to determine if potential habitat for listed species was present within the project corridor. If potential habitat
was determined to be present in the project corridor, additional visual surveys were performed to determine if listed
species were present. No listed species were observed within the project corridor during field investigations.
