Thank you for the meeting invitation and opportunity to comment on updated project
plans. The plans provided continue to indicate no, or extremely limited, impacts to
wetlands or other waters of the US. Minor re-alignments to cross streets (e.g. John Knox
Drive/Kendale Road) appear to be located in areas confirmed as uplands during the
Jurisdictional Determination, or in obvious upland areas just outside of the review area.
My only other comments regard the waters of the US that appear on the plans.
Although most of these resources appear to be correct based on the Preliminary JD
issued on 3/11/2015, there are a few discrepancies:
1) streams (except for West Fork Deep River) and ponds (except for those on Map 1 of
3) are not shown on the plans;
2) Wetland WAC (see attached map) which occurs within the West Fork Deep River
floodplain is not shown on Map 1 of 3.
Notwithstanding the above comments, the project could be permitted with a
Nationwide Permit 14 if any impacts to water of the US are necessary. Certainly, if no
impacts to water of the US are proposed then no Department of Army authorization will
be required.
