9. PROJECT DESCRIPTION:
The project site is located off of Sterling Drive in Grantwood Subdivision, adjacent to Everett's Creek, in
Sneads Ferry, Onslow County. To get to the property from the Wilmington take US Hwy 17N to NC 210, at
Dixon High School. Take a right onto NC 210, travel approximately 3.1 miles to Betty Dixon Road, there is a
sign for Grantwood and Dixon Elementary School. Take a left onto Betty Dixon Road. Take your first right
onto Bradshaw Road. Go past the school and take a left onto Jim Grant Avenue. Travel to the traffic circle and
take a left. You will notice some white 4x4 posts on the left in a vacant lot. Follow the posts to the water. This
is the project site. The property is approximately 51,861 ft.' with approximately 162' of shoreline frontage and
elevation ranging from 0' above normal high water (NHW) at the water to approximately 16'@ NHW on the
hill. The property is bordered by Everett's Creek to the north and vacant lots to the south, east and west. The
project site is currently vacant and is vegetated with lawn grasses, long leaf pine trees, red cedar trees and a few
oak trees. There are coastal wetlands present on the site consisting of Black Needlerush (Juncus roemarianus),
Salt Meadow Grass (Spartina patens), Bulrush (Scirpus, spp) and Salt Marsh Cordgrass (Spartina alterniflora).
The coastal wetlands on site range in width from 2' to 20' The applicant states that Everetts Creek is
approximately 99' in width and has a maximum water depth of -3.8' @ NLW at this location.
The Onslow County Land Use Plan classifies the upland areas of this project as developed. The waters of the
project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has
designated this area of Everett's Creek as a Primary Nursery Area, and the waters adjacent to the proposed
project are closed to the harvesting of shellfish.
PROPOSED PROJECT:
The applicant is proposing to install a community boat ramp measuring approximately 12' in width and a total
of 56' in length, approximately 6' of ramp would be located above NHW and remaining 50' would be below
NHW. The water depth would be approximately -2' @ NLW at the end of the boat ramp. The proposed ramp
would be located on the eastern side of the property and would be crossing coastal wetlands to access the water.
This location would have the least impacts to coastal wetlands. The applicant will need to grade the highground
portion of the property to achieve an adequate slope for the approach. The proposed approach would be
constructed of gravel and would measure approximately 12' in width by 165' in length. There is a proposed turn
around area located at the top of the hill and would be constructed of gravel and would measure approximately
70' in diameter. The applicant is also proposing to construct a 7-slip docking facility. The area located between
the finger pier closest to the ramp and the next finger pier is proposed to be for temporary dockage. The
proposed dock would run parallel to the shoreline and would measure 6' in width and 92' in length. There are 4
proposed finger piers each measuring 3' in width and 24' in length and 8 mooring piles. The entire proposed
docking facility would be elevated. The water depths at the landward side on the proposed pier would be
approximately 0' @ NLW and the depths at the waterward side of the dock would be approximately -1.2' @
NLW. The waterbody is an average of 99' in width at this location.
10. ANTICIPATED IMPACTS
The proposed boat ramp would fill approximately 249 ft.' of Shallow Bottom and approximately 406 ft.' of
coastal wetlands. The proposed approach would disturb approximately 600 ft.' of highground located in the
Estuarine Shoreline Area of Environmental Concern. The proposed docking facility would incorporate
approximately 2,850 ft.2 of public trust area.

NARRATIVE FOR GRANTWOOD BOATRAMP
Grantwood is a residential subdivision located off N.C. Highway 210, Sneads Ferry,
Stump Sound Township, Onslow County, North Carolina. The subdivision was created
in August of 1991. Mr. Harvey D. Bradshaw plans to construct a concrete boat ramp with
access from Sterling Drive having an existing dirt drive, construct a gravel turnaround
and gravel drive to the proposed 12' x 56' concrete ramp. This boat ramp will extend to
the -2' contour of Everett Creek. There are no plans to excavate the approach due to the
existing smooth transition to the water. The boat ramp will consist of concrete pads,
which are to be poured on uplands and upon curing will be pushed into position. Mr.
Bradshaw proposes to construct a 6' x 92' platform having four 3' x 24' wood finger
piers. These finger piers will extend 25% across the extending 99' wide Everett Creek.
The proposed boat ramp and boat slips are located on property owned by ABC 3, Inc.,
which consists of Mr. Harvey D. Bradshaw and the late Mr. Fred Allen.
